The Developmental Disabilities Division is currently searching for a Bilingual (Spanish) Program Specialist. The Program Specialist is an advanced position on the administrative team and the work they do in supporting case management functions. This position supports the division in several ways.
The first is by being a subject matter expert in the State payment system, eXPRS, where they troubleshoot and correct Personal Support Workers timesheets. This subject matter expertise makes them a liaison with local and State agencies, division staff, Personal Support Workers and Common Law Employers to resolve payment and service authorization issues.
The second main function is coordinating with the case management teams to complete monthly large-volume purchasing of medical supplies for individuals in services and maintain accurate documentation of these purchases.
The third function is pulling and analyzing reports to optimize workflows and ensure compliance. Ideal Knowledge, Skills, and Abilities (KSAs)
Knowledge of:
Methods of recordkeeping and basic descriptive statistical preparation and interpretation.
Methods and procedures of budget development, justification, and cost control.
Application and interpretation of state and federal regulations governing services. Application of local and State policies, procedures and regulations.
Skills to:
Provide timely, effective, and efficient customer service to individuals in services, and other employees.
Professionally interact and engage with individuals who make inquiries regarding Developmental Disabilities services.
Ability to:
Plan, organize, and coordinate a program or project.
Communicate effectively with a wide range of individuals, both orally and in writing. This includes phone, email, in-person, and video conferencing.
Collect and analyze data and maintain accurate records.
Exercise time management skills, balance multiple priorities, and consistently meet timelines and due dates.
Establish and maintain cooperative working relationships with individuals and groups who come from diverse backgrounds and represent members of the public, coworkers, and/or vendors.
Be an effective collaborator in a team-centered environment and work under general direction.
Utilize broad technology applications using documents processing, spreadsheets, databases, and presentation application. Knowledge of Microsoft Suite, Workday and Electronic Medical Record software, are preferred.

Minimum Qualifications
Education and Experience:
Three (3) years of work experience in program administration, development, evaluation, and/or contract administration; OR
An Associate's Degree in a social service, business administration, or related field; AND One (1) year of work experience in program administration, development, evaluation, or coordination, and /or contract administration.
Additional Requirements
Some positions may require oral and written fluency in another language.
Some positions may be required to possess a valid driver's and have an acceptable driving record per Washington County policy.
Some positions may require the completion of a criminal history check in accordance with Oregon Administrative Rules.
Bilingual Positions
Designated bilingual positions require the incumbents to possess Spanish bilingual skills, including precise writing skills (including spelling, grammar, and punctuation), fluent speaking skills, and the ability to communicate clearly and concisely both orally and in writing. Upon successfully passing the applicable proficiency assessment test(s) in a selected language, positions that are eligible for the bilingual differential pay will offer in an amount of 5% of the base pay rate, or a flat rate of seventy-five ($75) per pay period, whichever is greater. Pay periods are every two weeks.
