Business Systems Analyst Healthcare Payer

Position Overview

We are seeking a Business Systems Analyst with healthcare payer experience to support business and technology initiatives across a healthcare insurance environment. This role will be involved throughout the project lifecycle, including project intake, discovery, requirements gathering, analysis, estimation, development support, testing, implementation, and production transition.

The ideal candidate will understand healthcare payer operations and have experience working within one or more payer business areas. This individual will serve as a liaison between business stakeholders and technology teams, helping translate business needs into clear, actionable requirements and ensuring solutions meet business and system objectives.

Key Responsibilities

• Participate in project and enhancement intake activities to understand business needs, objectives, scope, priorities, and expected outcomes.

• Work with business stakeholders to gather, analyze, document, and validate business and system requirements.

• Translate business needs into functional and system requirements, user stories, acceptance criteria, process flows, data mappings, and other appropriate documentation.

• Facilitate requirements gathering sessions, stakeholder discussions, and working sessions to clarify needs, identify gaps, and resolve outstanding questions.

• Evaluate proposed projects and enhancements to identify impacts to existing applications, integrations, data, business processes, and downstream systems.

• Partner with development, architecture, infrastructure, integration, and other technology teams to evaluate solution options and determine implementation requirements.

• Participate in project estimation activities by helping define scope, assumptions, dependencies, risks, resource needs, and level of effort.

• Work closely with development and QA teams throughout the software development lifecycle to clarify requirements and support successful delivery.

• Maintain requirements traceability and help ensure delivered solutions align with documented business and system requirements.

• Support testing activities, including test planning, test case review, defect analysis, user acceptance testing, and issue resolution.

• Identify project risks, gaps, dependencies, and potential business or technology impacts and communicate them to appropriate stakeholders.

• Assist with implementation planning, deployment readiness, operational support documentation, and transition to production.

• Support investigation and resolution of application, process, integration, and data-related issues.

• Create and maintain documentation such as business and system requirements, requirements traceability matrices, process flows, mapping documents, operational support plans, and other BSA deliverables.

• Communicate effectively with both business and technical audiences, translating technical concepts into business terms and business needs into actionable technology requirements.

• Support multiple projects and enhancement requests while effectively managing priorities and stakeholder expectations.

• Contribute to continuous improvement of business analysis practices, documentation standards, and delivery processes.

Required Qualifications

• 3+ years of experience as a Business Systems Analyst, Systems Analyst, Business Analyst, or similar role supporting technology initiatives.

• Healthcare payer experience is required.

• Experience supporting one or more healthcare payer business areas, such as Membership and Enrollment, Claims, Benefits, Provider, Billing, Care Management, Utilization Management, Pharmacy, Clinical, Quality/HEDIS, Medicare/Medicaid, Appeals and Grievances, or other health insurance functions.

• Strong experience with requirements gathering, requirements analysis, project intake, and functional/system documentation.

• Understanding of healthcare payer business processes and the systems and data used to support those processes.

• Experience supporting projects throughout the software development lifecycle.

• Experience working with business stakeholders as well as development, QA, architecture, integration, and other technology teams.

• Ability to analyze business processes and system functionality and identify impacts, dependencies, gaps, and potential solutions.

• Experience creating business and system requirements, user stories, process flows, requirements traceability matrices, mapping documents, and related project artifacts.

• Strong analytical and problem-solving skills.

• Strong written and verbal communication skills with the ability to communicate effectively with both business and technical stakeholders.

• Ability to manage multiple priorities and work effectively within cross-functional teams.

Preferred Qualifications

• Experience supporting project scoping, intake, and estimation activities.

• Experience working in Agile environments and with tools such as Jira and Confluence.

• Familiarity with SQL and relational databases for data analysis and validation.

• Understanding of APIs, interfaces, system integrations, and ETL concepts.

• Previous technical, systems analysis, or application development experience.

• Experience working within formal SDLC, change management, and deployment governance processes.

• Experience with both Agile and Waterfall delivery methodologies.

• Experience working on enterprise-scale healthcare payer applications, modernization efforts, or integration initiatives.
