    Job Description

    The City of Johnson City, Tennessee is accepting online applications for a Budget Manager. The employee performs difficult professional and administrative work coordinating the capital improvements program and the annual city budget process through collection and analysis of departmental budget request; prepares the annual budget document; coordinates the annual productivity improvement process through collection and analysis of departmental data on productivity improvement and cost efficiency; does related work as required. The duties of this class involve responsibility for the preparation of the City's budget and capital improvement program, as well as coordination of the City's performance management program. The Budget Manager reviews all reports for appropriation from city departments and compares those requests with revenue anticipated for the fiscal year. The proposed budget is then compiled for presentation to the Board of Commissioners with a budget ordinance drafted, accordingly upon final approval of the ordinance the budget is adjusted and prepared for publication of annual document. This position monitors departmental expenditures on a quarterly basis and reports to City Administration the expenditure trends of municipal departments. Work related to both budget and performance management is performed with considerable independence in accordance with established guidelines and procedures established by City Administration and the city charter. The position works with senior staff in long-range financial planning and debt management. The position has direct supervision of the Management Analyst assigned to the budget office, as well as works directly with other Management Analysts within the organization. The position reports to the Deputy City Manager.

    Essential Functions of Position:

    • coordinates the collection and analysis of departmental budget requests, preparing such requests with recommendations to the City Manager;
    • plans, directs, and supervises the preparation and administration of the annual budget process and fulfills annual budget responsibilities specified in the city charter;
    • plans, directs, and supervises the preparation of the five-year Capital Improvement Plan;
    • directs the development and publication of the annual budget and capital improvement plan documents
    • coordinates the collection and analysis of data concerning departmental performance measures;
    • facilitates the development of performance indicators for all departments;
    • assists departments in the development of process improvement plans utilizing the performance management software and data;
    • works with departments to develop monthly performance measurement reports, charts, and graphs in the form of departmental performance dashboards for presentation to the City Manager and Board of Commissioners;
    • at the direction of the City Administration, conducts analytical studies pertaining to specific areas of local government;
    • performs related tasks as required, and as directed by supervision.

    Required Knowledge, Skills and Abilities: Comprehensive knowledge of the city charter pertaining to the annual budget process; thorough knowledge of long-range financial planning and debt management; comprehensive knowledge of budgetary practices and methods; thorough knowledge of the principals and practices of public administration; thorough knowledge of the principals of municipal finance; ability to plan, coordinate, organize, and supervise the completion of major projects, processes, studies; comprehensive knowledge of principles and practices of performance management; ability to establish and maintain good relationship's with employees, city officials, news media, and public. Extended periods of sitting at a workstation or desk. Manual dexterity to work efficiently on typewriter and/or computer keyboard for data entry. Ability to speak clearly.

    Acceptable Experience and Training: Graduation from an accredited college or university with a degree in business, public administration or accounting and considerable experience in budget analysis and financial management; or any equivalent combination of experience and training that provides the required knowledge, skills and abilities. Masters degree in related field desirable. Pre-employment background check, and physical required.
