Position OverviewSD Solutions, LLC is seeking an experienced Business Analysis & Facilitation Subject Matter Expert to support the USCIS Field Operations Directorate under Business Process Improvement Management Support Services (BPIMSS). The selected candidate will evaluate existing business processes, identify operational inefficiencies, facilitate stakeholder engagement, document requirements, and develop actionable recommendations to improve operational performance and service delivery.Direct USCIS experience, especially with FOD or the National Benefits Center (NBC), is highly desirable.Key ResponsibilitiesBusiness Analysis & Process ImprovementAssess current-state and future-state business processes, workflows, operational constraints, and improvement opportunities.Lead discovery workshops, stakeholder interviews, requirements sessions, and solution-design discussions.Develop process maps, workflow diagrams, business requirements, user stories, use cases, and actionable improvement recommendations.Translate operational needs into implementation plans, prioritized backlogs, and measurable improvement initiatives.Stakeholder Facilitation & Requirements ManagementFacilitate working sessions with USCIS leadership, operational personnel, program managers, and technical teams.Elicit, analyze, validate, prioritize, and maintain traceability of business and functional requirements.Maintain meeting materials, decision logs, action trackers, risks, issues, and dependencies.Build consensus across stakeholder groups and communicate recommendations clearly.Operational Analysis & Performance ImprovementAnalyze operational workflows, workload distribution, staffing considerations, processing activities, and performance indicators.Support discussions involving the USCIS Staffing Allocation Model (SAM), as applicable.Develop or monitor KPIs and reporting mechanisms to evaluate operational improvements.Prepare data-informed findings, management briefings, and recommendations for Government stakeholders.Agile Delivery, Testing & Implementation SupportCollaborate with Agile and technical teams on backlog refinement, sprint planning, requirements validation, and prioritization.Coordinate UAT and alpha/beta testing activities, feedback, issue resolution, and acceptance considerations.Support operational readiness, training coordination, implementation planning, and transition activities.Track delivery risks, issues, actions, decisions, and dependencies through resolution.Required QualificationsDirect USCIS experience, particularly FOD, NBC, USCIS Transformation, or related immigration operations.Bachelor's degree in a relevant field or equivalent professional experience.Substantial business analysis, process improvement, facilitation, or Federal program support experience.Demonstrated ability to lead workshops, gather requirements, map processes, and produce actionable recommendations.Experience documenting business requirements, user stories, workflows, and implementation artifacts.Understanding of Agile/project-management practices, UAT, and operational readiness.Strong written and verbal communication; ability to work with Government stakeholders.Ability to satisfy applicable DHS/USCIS background investigation and suitability requirements.Preferred QualificationsFamiliarity with USCIS operational workflows, workload management, staffing analysis, or SAM.Experience with DHS or other Federal civilian agencies.Experience with Visio, Lucidchart, Jira, Azure DevOps, SharePoint, or comparable tools.Lean Six Sigma, process reengineering, change management, or organizational transformation experience.Relevant certifications such as CBAP, CCBA, PMI-PBA, PMP, CSM, or Lean Six Sigma.PositionFull-Time Federal ContractorLocationWashington, DC Metro AreaAbout SD Solutions, LLCSD Solutions, LLC is a HUBZone-certified Small Disadvantaged Business providing Federal agencies with IT modernization, program management, business process improvement, data analytics, cybersecurity, and organizational transformation support.
