Candidate Location Requirement: The candidate must currently reside in South Carolina or be willing to relocate to South Carolina at their own expense before starting the assignment.
Position Overview: This role requires strong technical writing, business analysis, stakeholder coordination, and document-management skills. The candidate must be comfortable gathering information from subject-matter experts, leadership, previous proposals, and project teams while managing multiple high-profile priorities.
Key Responsibilities- Develop complete RFP documents using SCDHHS-approved templates.
- Facilitate meetings to gather missing requirements, language, and project details.
- Document project scope, technical requirements, staffing needs, deliverables, and business needs.
- Identify mandatory requirements, page limitations, formatting rules, evaluation criteria, and scoring requirements.
- Gather and validate information from subject-matter experts, leadership, and previous proposals.
- Work with Medicaid Systems leadership to create and update RFP documentation.
- Assist management in obtaining information needed to meet procurement and compliance requirements.
- Ensure documents are accurate, complete, consistent, and professionally formatted.
- Manage multiple high-priority RFP projects simultaneously.
Required Qualifications- Bachelor's degree.
- At least two years of technical writing experience involving structured written materials and visual aids.
- Advanced proficiency with Microsoft Word, Excel, PowerPoint, and Visio.
- Experience working with document templates, formatting standards, and branding/style guidelines.
- Strong written and verbal communication skills.
- Excellent attention to detail.
Preferred Qualifications- Ability to work effectively with project teams, management, agency departments, and subject-matter experts.
- Previous public-sector or state-government experience.
- Experience supporting state-agency procurements or RFP development.
- Experience with Medicaid or other healthcare claims-system IT projects.
- Experience with SharePoint and project-management tools such as Microsoft Project and Access.
- Ability to document key project-management and technical requirements.
- Strong facilitation, listening, collaboration, and stakeholder-management skills.
