Business Finance Manager

Advanced Resource Technologies, Inc. (ARTI) is currently recruiting for a Business Finance Manager (Small Business) to support the Advanced Research Projects Agency for Health (ARPA-H). This position is full-time, exempt. Start date is immediate upon selection and public trust clearance processing as required.

SUMMARY

The Business Finance Manager (Small Business) will support the Office of the Chief Commercialization Officer (COMP) by managing financial planning, budget execution, and portfolio analysis for ARPA-H's Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. This position provides financial oversight, reporting, forecasting, and strategic analysis to support leadership decision-making while ensuring effective stewardship of small business funding across the full award lifecycle.

PRINCIPAL DUTIES AND RESPONSIBILITIES

• Support Small Business program staff and Mission Office leadership in planning, tracking, and executing financial activities across the SBIR/STTR portfolio and related innovation initiatives.
• Develop, maintain, and manage budget trackers, spend plans, obligation plans, financial dashboards, and portfolio reporting tools supporting small business programs.
• Assist with portfolio-level and program-level budget planning, including forecasting, phasing, burn-rate analysis, funds tracking, reconciliation, and execution monitoring.
• Track financial commitments, obligations, expenditures, deobligations, available balances, and overall portfolio execution across active small business awards.
• Coordinate funding activities supporting SBIR/STTR Phase I, Phase II, and related awards utilizing contracts, grants, cooperative agreements, Other Transaction Agreements (OTAs), and other research funding mechanisms.
• Support the development of funding packages, cost estimates, budget documentation, and financial planning materials associated with solicitations and awards.
• Ensure financial execution aligns with program priorities, solicitation schedules, award timelines, and strategic mission objectives.
• Prepare recurring and ad hoc financial reports, executive summaries, dashboards, briefing materials, and analyses to support leadership decision-making.
• Analyze portfolio financial performance to identify trends, execution risks, funding gaps, and opportunities for improved resource allocation.
• Coordinate with acquisition, contracting, grants, and financial management personnel to facilitate timely processing of funding actions and budget execution activities.
• Monitor alignment between technical progress, project milestones, and financial execution across the small business portfolio.
• Support portfolio reviews, strategic planning initiatives, leadership briefings, and data calls related to funding status, execution metrics, and program performance.
• Establish and refine financial tracking, reporting, and coordination processes that improve transparency and execution across multiple concurrent solicitation cycles and award phases.
• Build collaborative relationships with Small Business program staff, ISO Coordinators, Business Operations personnel, Mission Office leadership, and other stakeholders.
• Participate in process improvement initiatives, lessons learned activities, and continuous improvement efforts that strengthen financial management and program execution.
• Provide briefing support, documentation management, and general administrative coordination as needed.

JOB REQUIREMENTS

• Bachelor's degree in Business, Finance, Accounting, Economics, Public Administration, or a related discipline; Master's degree preferred.
• Minimum of 4-6 years of experience in business finance, budget execution, accounting, financial analysis, program control, or related disciplines supporting government, research, healthcare, defense, or technology organizations.
• Experience supporting a Federal research organization such as ARPA-H, DARPA, IARPA, ARPA-E, HSARPA, ONR, AFRL, R&E, or similar organizations; ARPA experience preferred.
• Working knowledge of the SBIR/STTR program lifecycle and the financial management requirements associated with Phase I, Phase II, and related small business awards.
• Experience supporting program or portfolio financial management, including budget planning, forecasting, obligation and expenditure tracking, reconciliation, and financial reporting.
• Familiarity with Federal budgeting processes and research funding mechanisms, including contracts, grants, cooperative agreements, and Other Transaction Agreements (OTAs).
• Demonstrated ability to develop financial dashboards, trackers, reports, and metrics that support executive decision-making.
• Strong analytical skills with experience identifying financial trends, assessing execution risks, and developing data-driven recommendations.
• Excellent written and verbal communication skills with experience preparing executive briefings, financial summaries, reports, and presentation materials.
• Advanced proficiency in Microsoft Excel, including pivot tables, forecasting models, dashboards, and advanced data analysis.
• Experience with business intelligence and reporting tools such as Power BI, Tableau, or similar visualization platforms.
• Experience using project management and collaboration tools such as Trello, Jira, and Microsoft Office Suite.
• Strong organizational skills, attention to detail, and the ability to manage multiple priorities in a fast-paced environment.
• Demonstrated ability to work independently and collaboratively across multidisciplinary teams.
• Experience supporting small business programs, SBIR/STTR financial management, commercialization initiatives, or innovation ecosystems is highly desirable.
• Knowledge of biomedical research, healthcare innovation, or advanced technology research portfolios is preferred.
• Strong professional judgment, integrity, and commitment to supporting innovation in healthcare and science.

Mandatory Requirement:
