Our client, an investment firm, is seeking an experienced Business Manager of Engineering to join their team in Manhattan Beach, CA!

Responsibilities:Strategic Planning & Roadmap Execution
  • Partner with the Head of Engineering and senior technology leadership to define, communicate, and drive the annual and multi-year engineering strategy aligned to firm-wide objectives.
  • Translate strategic priorities into an actionable operating plan with clear KPIs, milestones, and accountability frameworks.
  • Monitor and report on major strategic initiatives; proactively identify risks, resource gaps, and course-correction opportunities.
  • Serve as a strategic advisor and thought partner to engineering leadership on organizational design, capability building, and technology investment prioritization.
Budget Management & Financial Forecasting
  • Own the Engineering department's annual budget process, including headcount planning, capital expenditure, vendor spend, and discretionary project allocation.
  • Develop and maintain a rolling financial forecast, providing timely and accurate variance analysis and scenario planning to Finance and senior leadership.
  • Drive cost discipline and strategic resource allocation across the engineering portfolio — identifying optimization opportunities without compromising delivery quality.
  • Partner with the CFO organization and Finance Business Partners to ensure Engineering financials are accurately reflected in firm-level reporting.
  • Oversee financial modeling for new technology initiatives, build-vs-buy decisions, and major vendor contracts.
Program & Project Management
  • Establish and lead a best-in-class Program Management Office (PMO) function within Engineering, responsible for governance, tracking, and performance reporting across all key initiatives.
  • Define and enforce project management standards, tooling, and delivery cadences across engineering squads and product teams.
  • Ensure cross-functional programs (e.g., ERP modernization, platform migrations, AI/data infrastructure initiatives) are delivered on time, within scope, and on budget.
  • Serve as the primary escalation point for project-level issues, removing obstacles and coordinating resolution across internal teams and external partners.
  • Maintain a consolidated view of the engineering portfolio to surface dependencies, sequencing conflicts, and capacity constraints to leadership.
Vendor & External Partner Management
  • Serve as the senior owner of all strategic vendor relationships, contracts, and technology partnerships across the Engineering organization — governing performance, managing renewals, and ensuring commercial terms remain aligned with evolving business requirements.
  • Lead competitive sourcing efforts and build-vs-buy evaluations for major technology investments, partnering with Finance and Procurement to maximize value and manage risk exposure.
  • Establish a vendor governance framework with clear SLAs, scorecards, and escalation paths; hold external partners accountable to delivery standards and contractual obligations.
  • Cultivate strategic relationships with key technology vendors and managed service providers, positioning the firm to benefit from preferential access to innovation, capacity, and pricing.
  • Identify and execute opportunities to consolidate the vendor landscape, reduce technical debt, and deliver operational efficiency through disciplined commercial management.
Developer Velocity & Engineering Performance
  • Own the measurement and continuous improvement of developer productivity across the engineering organization — establishing metrics, toolchains, and feedback loops that accelerate delivery without compromising quality.
  • Partner with engineering leads to identify friction points in the development lifecycle — from environment setup and CI/CD pipelines to code review and release processes — and drive systematic improvements.
  • Champion investment in developer experience (DevEx), including tooling modernization, platform standardization, and self-service infrastructure, to reduce toil and increase high-value engineering output.
  • Conduct regular velocity reviews across squads and programs; use data to inform resourcing decisions, capacity planning, and sprint-level interventions.
Talent Lifecycle & Workforce Integration
  • Own the end-to-end talent lifecycle operations for the Engineering organization, from pre-hire preparation through role transitions and departures — ensuring a seamless, consistent, and secure experience at every stage.
  • Design and govern Engineering onboarding programs that accelerate time-to-productivity for new hires, contractors, and vendor partners — including access provisioning, tooling setup, role-specific training, and 30/60/90-day integration plans.
  • Manage structured offboarding protocols that protect systems, data, and intellectual property — coordinating with IT Security, HR, and Legal to ensure access revocation, knowledge transfer, and compliance obligations are met without exception.
  • Partner with HR and Finance on workforce planning, headcount modeling, and organizational design to ensure Engineering is scaled to meet both near-term delivery demands and long-term strategic growth.
  • Build an inclusive, high-performing operational team within Engineering; attract, develop, and retain exceptional talent across a global and diverse workforce.
Qualifications:
  • Bachelor's degree required; MBA or advanced degree preferred.
  • 15+ years of experience in technology operations, program management, or strategy leadership roles, ideally within financial services or asset management.
  • Demonstrated success owning large-scale technology budgets ($50M+) with full P&L accountability, including forecasting, cost management, and financial reporting.
  • Proven track record of building and leading PMO functions, driving on-time, on-budget delivery of complex, multi-stakeholder programs.
  • Deep experience in strategic planning processes — translating firm-level priorities into engineering operating plans and measurable outcomes.
  • Strong executive presence with the ability to communicate effectively with C-suite stakeholders, board members, and global business partners.
  • Experience managing vendor relationships and delivering operational efficiency through innovative and disciplined commercial practices.
  • Demonstrated ability to lead and adapt in a high-growth, fast-paced, global environment.

Salary: $250,000 - $315,000
