Position Overview
We are seeking a highly analytical, technology-forward Capture & Business Development Analyst to help drive growth across our federal pipeline.
This is a hands-on role for a federal growth professional ready to take greater ownership of pursuits and grow into broader capture leadership. Working directly with our Director of Business Development and executive leadership, you will help qualify opportunities, develop capture and teaming strategies, conduct competitive intelligence, support Price-to-Win analysis, and position opportunities for successful proposal execution. This is an individual-contributor position. The Director of Business Development and leadership retain approval of capture strategy, bid decisions, pricing, budgets, and binding teaming commitments.
The ideal candidate is intellectually curious, technologically fluent, comfortable working independently, and able to turn research and data into actionable capture strategies. Success also requires initiating conversations, producing usable work promptly, and closing the loop on agreed actions.
Key Responsibilities
- Capture Strategy: Support assigned opportunities and execute agreed capture actions under the Director of Business Development's guidance from qualification through pre-RFP capture, including customer research, gap analysis, solution shaping, win strategy, and proposal transition.
- Competitive Intelligence: Research customers, incumbents, competitors, historical awards, acquisition trends, and spending patterns using sources such as SAM.gov, USASpending, agency forecasts, and federal market intelligence platforms. Provide concise briefs with source links, relevant dates, key unknowns, and a recommended next action.
- Teaming & Partner Strategy: Identify, evaluate, and engage small and large business partners, subcontractors, and vendors to address technical, past performance, or competitive gaps. Support teaming agreements and workshare discussions.
- Direct Outreach: Initiate calls, tailored emails, and LinkedIn messages to relevant companies and contacts; introduce the company using approved positioning, ask focused questions, and arrange a specific next step.
- Networking & Events: Prepare target lists and request meetings before DMV industry events; represent the company professionally, document useful conversations, and follow up within two business days unless another date is agreed.
- Price-to-Win Analysis: Conduct labor mapping, historical pricing research, budget analysis, and rate comparisons to help leadership establish competitive pricing targets.
- Pipeline & Gate Reviews: Maintain accurate capture intelligence within Essnova's CRM and develop data-driven recommendations for Pursue/No-Pursue, Bid/No-Bid, and other capture decisions. Keep HubSpot company, contact, and opportunity records current; log substantive outreach and meeting notes, and maintain an owner, next action, and due date for each active item.
- Proposal Transition: Ensure customer priorities, discriminators, win themes, competitive intelligence, teaming strategy, and pricing assumptions are effectively transitioned to proposal teams.
- Execution & Follow-Through: Manage an agreed task queue, meet deadlines, flag blockers early with a proposed next step, and provide concise weekly updates linking completed work, findings, and open actions.
Qualifications
- Approximately 3–5 years of relevant federal GovCon experience in capture, business development, competitive intelligence, market research, proposals, or related growth functions. Equivalent demonstrated capability will be considered.
- Experience supporting federal IT and/or professional services pursuits and familiarity with GWAC, IDIQ, and task-order environments.
- Strong research and analytical capabilities, with the ability to translate customer, competitor, pricing, and market intelligence into actionable recommendations.
- Experience identifying and engaging teaming partners and subcontractors.
- Strong Microsoft Excel skills, including filtering, lookups, deduplication, and clear summaries of opportunity, partner, or pricing data.
- Strong technology skills, including experience with CRM platforms, federal market intelligence databases, Microsoft 365, and AI-assisted research and productivity tools. Use approved AI tools, verify material claims against reliable sources, distinguish facts from assumptions, and protect company and customer information.
- Strong written, verbal, presentation, negotiation, and relationship-building skills. Demonstrated comfort initiating calls, asking useful questions, listening, and requesting a clear next step.
- Ability to work independently, learn new tools quickly, and manage multiple priorities in a fast-paced small-business environment. Apply specific feedback promptly, acknowledge and correct errors, and support disagreements with evidence and a constructive recommendation.
Preferred Qualifications
- Experience supporting pursuits through OASIS+, NASA SEWP, GSA MAS, or similar federal GWACs and IDIQs.
- Familiarity with Shipley, APMP, or similar capture and proposal methodologies.
- Experience with Deltek GovWin IQ, Bloomberg Government, HigherGov, or similar federal market intelligence platforms.
- Experience supporting labor-rate analysis, historical pricing, cost build-ups, or Price-to-Win analysis.
- Familiarity with federal small-business programs and FAR limitation-on-subcontracting requirements.
- Active or previously held U.S. Government security clearance.
- Bachelor's degree in Business Administration, Information Technology, Finance, Marketing, or a related field, or equivalent practical federal GovCon experience.
