Job Overview

The Career Technical Training (CTT) Manager plans, directs, coordinates, and administers the programmatic activities of the Career Technical Training Department. The CTT Manager provides leadership and oversight of CTT staff and training programs, collaborates with Work-Based Learning, Advanced Career Training, and Career Transition Readiness, and manages assigned program resources and budget to ensure quality student services and successful career outcomes.

Responsibilities

Essential Job Duties:

  • Direct and manage the activities and operations of the CTT Department and provide leadership, guidance, and development to departmental staff.
  • Establish, manage, and evaluate department goals and performance objectives to meet Job Corps outcome measurement requirements and company goals.
  • Conduct regular classroom and shop visits, observations, and audits to evaluate program integrity, instructional quality, and safety.
  • Oversee supplies, equipment, instructional materials, work orders, purchase orders, and other resources required to support quality training.
  • Develop and maintain agreements with Other Training Programs (OTPs) for off-site career technical training in collaboration with Center leadership and ensure required approvals are obtained.
  • Coordinate with Records, Counseling, Residential, and other departments to ensure appropriate accountability of students participating in OTP programs.
  • Oversee monitoring and auditing of student electronic Technical Achievement Records (eTAR) to ensure data integrity and appropriate student progress.
  • Evaluate program quality, including equipment, curricula, credentials, and instructional practices, and implement enhancements in collaboration with Center leadership.
  • Participate in the Center Workforce Council and develop employer relationships that support student training, work-based learning, and placement opportunities.
  • Analyze CTT performance reports and projections and implement strategies to meet or exceed Center performance goals.
  • Provide leadership in the student scheduling process and recommend adjustments based on student needs and program capacity.
  • Collaborate with Human Resources to maintain an adequate roster of qualified instructor substitutes and address instructional staffing needs.
  • Oversee the student performance evaluation process and ensure appropriate short- and long-term goals are established to support successful program completion.
  • Collaborate with Work-Based Learning and Career Transition Services to support students' transition into verifiable employment opportunities.
  • Establish and support ongoing professional development opportunities for instructors and ensure required annual training is completed in collaboration with Human Resources.
  • Collaborate with the Career Management Team (CMT) to evaluate student progress, identify barriers, and project program completion.
  • May utilize GSA vehicles to transport students to off-site learning and employment opportunities, appointments, retrievals, and other Center-related activities.
  • Participate in department meetings and complete all mandated PRH and company training.
  • Provide on-call support as warranted.
  • Maintain accountability for staff, students, equipment, and property and ensure adherence to established safety practices.
  • Promote and maintain a harassment-free and professional learning environment.
  • Ensure information systems and student data are managed in accordance with Job Corps and company policies to protect personally identifiable information (PII) and reduce network security threats.

  • Overall performance, quality, and effectiveness of the CTT Department.
  • Leadership, supervision, development, and accountability of CTT staff.
  • Achievement of established CTT performance and student outcome goals.
  • Effective management of assigned budgets, resources, equipment, and instructional materials.
  • Accuracy and integrity of student training records and departmental reporting.
  • Development of employer and training partnerships supporting student career outcomes.
  • Compliance with Job Corps, company, safety, security, and applicable government requirements.
  • Timely completion and accuracy of departmental activities.

Job Requirements

Mandatory:

  • Bachelor's degree in education, career technical education, business, workforce development, or a related field with five (5) years of related management or program experience. Equivalent combination of education and experience may be considered.
  • Demonstrated experience managing or coordinating career technical training, workforce development, education, or similar programs.
  • Demonstrated supervisory or management experience.
  • Excellent verbal and written communication and conflict-resolution skills.
  • Ability to analyze information, develop strategies, and manage program performance.
  • Proficiency with information technology, including Microsoft Office.
  • Valid driver's license in the state of employment with an acceptable driving record. Willingness to provide on-call support as warranted.

Preferred:

  • Master's degree in education, workforce development, business, career technical education, or related field.
  • Seven (7) or more years of related experience.
  • Experience managing Job Corps, workforce development, career technical training, or similar youth training programs.
  • Experience with employer partnerships, work-based learning, or career placement programs.

Salary Range: 75,000-95,000
