CITY ENGINEER
BRISTOL PUBLIC WORKS DEPARTMENT
SUMMARY: Plans, organizes, directs and participates in the activities of the Engineering Division in the inspection, design, construction, and improvement of public works projects and facilities; provides engineering consultation to City Departments, Boards, and Commissions; oversees maintenance of City maps and engineering plans. Oversee completion of comprehensive engineering studies. Supervises engineering division employees in design, permitting, review, and inspection of the construction of structures and facilities. Prepares specifications and cost estimates for proposed public works projects. Makes regular review and inspections of public works projects in progress. Confers with builders, developers, engineers, and the general public on City engineering and public works matters. Participates in the technical review of subdivision, commercial, and industrial development plans. Provides technical consultation to City Boards and Commissions concerned with building and development matters. Oversees the maintenance and updating of street right-of-way, sanitary and storm water sewer systems, utilities, and assessor maps, drawings, specifications, and related records. Administers personnel regulations and collective bargaining agreement for Division. Recommends and administers annual budget for Division. Prepares statistical and narrative reports of some complexity. Coordinates project work with other municipalities, State, and Federal agencies as necessary. Prepares permit applications. Prepares grant applications for State and Federal agencies. Responds to inquiries from the public. Addresses public and private groups on public works improvements. Acts as the City's Flood Plain Administrator interacting with local residents, developers, boards & commissions, state and federal agencies as outlined in the City's Code of Ordinances. Assigned as an ex-officio member of the City's Parking Authority. May be assigned as an ex-officio member of the Planning Commission.
KNOWLEDGE, SKILLS & ABILITIES: Considerable knowledge of land surveying. Thorough knowledge of the principles and practices of municipal land use and construction of public infrastructure. Knowledge of the principles and practices of planning, design and development of public infrastructure. Able to analyze and interpret laws, ordinances, rules and regulations; to establish and maintain effective working relationships with outside agencies, municipal officials, employees and the general public; to represent the department in technical and procedural matters and to establish and maintain effective working relationship with a wide range of individuals and groups; to present ideas clearly and concisely, orally and in written form; and to make oral and written presentations. Computer literacy & use with word processing, spreadsheet and other software.
QUALIFICATIONS: Bachelor's degree in Civil Engineering or equivalent and following registration as a Professional Engineer, and four years progressively responsible civil engineering experience, including project supervisory experience and experience training and mentoring staff.
LICENSE OR CERTIFICATION: Connecticut State registration as a Professional Engineer; Connecticut Motor Vehicle Operator's License.
PHYSICAL DEMANDS & WORK ENVIRONMENT: Hearing and speaking sufficient to exchange information in person, at formal presentations, on the telephone; vision within normal range; sitting or standing for extended periods of time, walking on uneven surfaces; uses hands to handle various office equipment; occasional movement of objects of up to 25 pounds, and frequent movement of objects of negligible weight. Works in indoor office conditions and outdoors including construction sites with some exposure to outdoor conditions and traffic, fumes, dust and dirt.

SALARY RANGE: $108,497 - $138,934/yr. (Starting salary commensurate with qualifications & experience.)
Upon approval of Tentative Agreement, proposed wage increase eff. 07-01-26 to $111,752-$143,102.
