JOB SUMMARY

Under the supervision of a Professional Engineer, this position is responsible for performing and reviewing drainage studies, designing and reviewing construction plans, performing project management and contract administration duties, and providing technical assistance related to stormwater infrastructure and drainage issues.

SALARY RANGE:

Civil Engineer = $76,352 to $95,440

Graduate Engineer = $57,329 to $71,661

ESSENTIAL JOB FUNCTIONS:

  • Manage capital improvement projects from initiation through completion to ensure compliance with project specific goals, City policies, standard operating procedures, applicable design criteria, construction specifications, applicable permits, regulatory requirements, schedules, and budgets.
  • Review, evaluate, and comment on drainage studies, reports, project plans, and other engineering submittals; provide recommendations and approvals to ensure they comply with all applicable design standards, ordinances, and regulatory requirements.
  • Perform project contract administration duties including ensuring contract compliance, tracking budgets, reviewing and approving payment requests, managing contract modifications, maintaining documentation, monitoring consultant and contractor performance, resolving disputes, and coordinating contract closeout.
  • Collect, analyze, and interpret data related to project planning, drainage issues, stormwater infrastructure, and floodplain management using hydrologic and hydraulic analysis, GIS, and other computer programs.
  • Coordinate with internal departments, consultants, contractors, utility providers, regulatory agencies, and other stakeholders to support the successful delivery of studies and projects.
  • Conduct field visits to observe site conditions and construction activities for compliance with approved plans and regulatory requirements, to document conditions, and to provide recommendations for implementing appropriate resolutions.
  • Investigate drainage concerns and flood-related issues, engage with residents, developers, contractors, and staff to evaluate site conditions and provide technical guidance or recommendations.
  • Prepare and organize documentation including notes, photos, memos, calculations, and reports for program planning, design decisions, construction issues, drainage concerns, and enforcement actions.
  • Prepare technical materials and correspondence, deliver presentations, and facilitate meetings with staff, City officials, and the public.
  • Perform related duties as assigned to support departmental objectives and operational needs.

OTHER JOB FUNCTIONS:

  • Perform duties as acting Senior Engineer - Stormwater CIP.
  • Assist with disaster response efforts, including responding to drainage concerns, documentation of observations, and preparation of reports related to post-event activities and findings.
  • Perform enforcement activities associated with floodplain and stormwater regulations by investigating potential violations, coordinating corrective actions, and providing technical support.
  • Manage grant-funded stormwater projects by ensuring compliance with grant requirements, tracking and reporting project progress, and coordinating reimbursement documentation and reporting.
  • Provide technical expert testimony and professional representation on behalf of the City before City Council, District Courts, boards, commissions, or other entities as required.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of the principles and practices of civil engineering, hydrology, and hydraulics.
  • Knowledge of standard practices for surveying, drafting, design, and inspection.
  • Knowledge of standard methods, equipment, and materials used in civil construction and maintenance.
  • Knowledge of hydrologic and hydraulic analysis methods, including drainage area delineation, runoff calculations, pipe and channel flow computations, and floodplain-related analysis.
  • Skill in using PC software, including the Microsoft Office Suite and other applications to analyze data, prepare reports, and manage project documentation.
  • Skill in planning, organizing, and coordinating multiple assignments while maintaining attention to detail.
  • Skill in reading, interpreting, and preparing technical information to prepare clear and concise reports.
  • Skill in the application of hydrology and hydraulics (H&H) standards for analysis of drainage systems and flooding.
  • Ability to interpret and implement design criteria, ordinances, regulatory requirements, and standard engineering practices for stormwater and floodplain management.
  • Ability to use independent judgment and make sound decisions consistent with established policies and best practices.
  • Ability to apply procurement policies and procedures to execute contracts, administer agreements, and manage contract finances.
  • Ability to organize and coordinate materials to maintain thorough and accurate project records.

Qualifying Education, Certification, and Experience:

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or similar specialty from an accredited college or university.
  • TBPELS Professional Engineer (PE) license, or the ability to transfer license to Texas within six months of hire.
  • TFMA Certified Floodplain Manager (CFM), or the ability to obtain certification within one year of hire.
  • Possession of a valid Texas Driver's License, Class C.

PREFERRED QUALIFICATIONS:

Preferred Education, Certification and Experience:

  • Experience in public works engineering, including design, construction, or management of drainage, stormwater, floodplain infrastructure projects.
  • Experience with technical software platforms such as GIS, CAD, HEC-HMS, HEC-RAS, StormCAD, XPSWMM, Infoworks ICM, or similar programs.
