You will work closely with engineers, consultants, construction teams, and local government agencies to deliver high-quality projects efficiently and in accordance with applicable requirements.

  • Track project progress and identify opportunities to improve efficiency, manage risks, and prevent delays.
  • Evaluate proposed design modifications and scope changes for their impact on cost, constructability, and timelines.
  • Coordinate change orders, update project documentation, and ensure contractors and consultants work from current approved plans.
  • Collaborate with engineering teams, architects, surveyors, contractors, utility providers, and government agencies to maintain project compliance and progress.
  • Review and approve invoices, contractor payment requests, and change orders.
  • Oversee site planning, grading, stormwater management, utility systems, and infrastructure design in partnership with construction personnel.
  • Prepare requests for proposals, coordinate competitive bidding, assess vendor qualifications and pricing, negotiate project terms when appropriate, and recommend contract awards.
  • Manage consultant and contractor relationships, including subcontractors, inspectors, and regulatory representatives.
  • Review engineering drawings, technical specifications, and contracts, making necessary revisions to address project requirements and support timely approvals and bond release.
  • Coordinate the handoff from design to construction, including schedules, field modifications, logistics, design clarifications, and updated contract documents.
  • Track development commitments and proffer obligations, ensuring required improvements, contributions, documentation, and submissions are completed for county review and release.
  • Conduct regular site visits to evaluate construction progress, identify issues, and coordinate timely corrective actions.
  • Respond to concerns from property owners, residents, tenants, builders, public agencies, and community representatives.
  • Maintain quality assurance standards and ensure compliance with applicable building codes, safety regulations, and project requirements.

Required Qualifications

  • Bachelor's degree in Civil Engineering.
  • Active Professional Engineer (PE) license in Virginia, or the ability to obtain Virginia licensure through reciprocity within six months.
  • At least seven years of experience managing or overseeing land development projects involving commercial, residential, and mixed-use properties.
  • Strong proficiency in interpreting and revising engineering plans, construction drawings, specifications, and contracts.
  • Experience with construction project management and scheduling software, such as Procore, Bluebeam, or Primavera.
  • Demonstrated ability to manage budgets, schedules, consultants, contractors, and multiple project priorities.
  • Excellent communication, analytical, problem-solving, and leadership skills.
  • Ability to conduct regular construction site visits and work outdoors in varying weather conditions.
  • Ability to navigate uneven terrain, climb stairs, wear required personal protective equipment, and occasionally lift or carry items weighing approximately 20–30 pounds.

Preferred Qualifications

  • OSHA 30 certification.
  • Experience coordinating land development approvals, local government requirements, and development proffer compliance.
  • Experience managing competitive bidding, contract negotiations, change orders, and construction closeout activities.

Key Skills Required

  • Civil engineering and land development management.
  • Project budgeting, cost control, and forecasting.
  • Construction scheduling and project coordination.
  • Site planning, grading, stormwater management, and utilities.
  • Permitting, regulatory compliance, and development proffer tracking.
  • Contractor management and contract administration.
  • Technical drawing review and design coordination.
  • Problem-solving, communication, and cross-functional leadership.
