POSITION TITLE: Clinical Program Supervisor

REPORTING RELATIONSHIP: Program Manager
SUMMARY:
Under the general supervision of the Program Manager, the Clinical Program Supervisor is responsible for the collaboration and oversight of day-to-day operation of assigned program and direct supervision of assigned staff. The Clinical Program Supervisor will provide clinical consultation and support the direction of client care provided by direct care staff. The Clinical Program Supervisor is responsible for overseeing all clinical operations, training, and documentation along with the Program Manger for their programs. The Clinical Program Supervisor will work collaboratively in a multi-disciplinary team, that includes clinical staff, psychiatrists, management, direct care staff, and senior leadership, to review clients’ treatment progress and facilitate excellent treatment planning, as well as working closely with the Program Manager to lead initiatives that lead to improving client care to meet agency and program goals.

Education and Experience:
Required:
- Master’s Degree in mental health profession and 2 years direct client work experience in a related field.
- Experience working with mental health and/or drug and alcohol issues.
- In collaboration with various County services, experience working with systems to meet requirements of the Agency and contracts.
- Experience working in an outpatient Medi-Cal program.
Preferred:
- Social work or marriage and family therapist license in the state of California
- The individual will preferably be bilingual and bicultural.
Knowledge
Required:
- Knowledge of case management, group and individual counseling, and linkage-referral.
- Clinical knowledge and expertise within scope of practice in group and individual therapy.
- Empowerment, advocacy and support techniques for victims/survivors of violence, people with mental illness and/or substance abuse issues.
Special Requirements: Must be able to receive criminal records clearance as required by specific programs, licensing regulations and Community Solutions practices. Position requires an automobile to perform routine job duties.
License: Current California Licensure from the Board of Behavioral Science Examiners as a Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW). At a minimum registered with BBS. Possess a valid California driver’s license, current care insurance and a good driving record as documented by a DMV report and consistent with the Agency’s liability insurance requirements.
What You'll Be Doing in the role of Clinical Program Supervisor: The following are examples of essential job duties for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned to support the program and Agency.
- Provides oversight of the day-to-day operation and providers direct supervision of staff, as assigned. Assists with hiring, performance evaluation and progressive disciplinary actions. Participate in the supervision and evaluation of service delivery quality and content.
- Meets individual monthly productivity requirement, based on program needs and prior approval of Director.
- Ensures Agency policies and procedures are followed including the crisis line protocols.
- Coordinates and ensures staff and the program’s daily activities are completed efficiently.
- Reviews charts on a weekly basis with Rehabilitation Counselor/Clinical Coordinator to ensure audit ready charts.
- Monitors and supports staff compliance with documentation standards. Reviews, evaluates, and co-signs, where applicable, service documentation.
- Provides direct services, as needed and performs involuntary hospitalization assessments and arranges for hospitalization, if necessary, may serve as an expert witness in court cases.
- Provides professional development mentoring for staff, as well as new employee orientation training, when required.
- Providers coverage for Program Manager, as needed, including facilitating team meetings in a strength-based manner.
- Clinical supervision will encompass all aspects of mental health service: (e.g., intake/assessment, diagnosis, treatment planning).
- Consistently uses strength-based and solution focused problem-solving skills.
- Consult with other staff on clinical issues as need, providing support with treatment interventions, documentation, case management, consultation and case closing.
- Provide coverage for co-signing or clinical supervision as needed.
- Ensure productivity targets are met and if needed, effective improvement plans are developed.
- Ensure that tracking tools are kept up and maintained for: EMR, SRD’s, UR, all outcome/surveys, training of staff in Evidence Based Practices, productivity etc.
- Utilizes Avatar and other reports to monitor consistent and timely completion of required chart documents including, but not limited to, treatment plans, assessments, and outcome and evaluation tools.
- Monitor caseloads to track client visits, duration of services and ensure clinical program notes are up to date.
- Ensure adherence to contracts deliverables and outcomes.
- Respond to phone calls and emails within 24 hours on business days. Resolve outstanding issues collaboratively using strength-based solutions focused approach.
- Work collaboratively with other Agency divisions.
- Maintain excellent customer service skills with internal and external customers.
- Promotes cultural awareness and competence. Maintains professional standards regarding client rights.
- Demonstrates an understanding of HIPAA, confidentiality laws and policies, and assures the highest degree of confidentiality in the implementation of all responsibilities and duties.
- May be needed to participate in on-call and after-hours rotation, as needed. Flexible schedule may be required to work some evenings and weekends.
- Frequent travel is required.
- Successfully completes all training requirements for this position to ensure agency and contract compliance.
- Employee must have the ability to operate their personal or Agency motor vehicle to participate in client visits, provide daily transportation of clients and/or another assigned Agency business.
- Performs first aid as needed based on training and certification.
