Job Description

This job is posted on behalf of Aspen Personnel Service by Top Echelon.

A successful and well-respected commercial construction firm in Spokane, WA, has partnered with Aspen Personnel Service to recruit an experienced Executive Project Manager. This is an outstanding opportunity for a senior-level construction professional who excels at building relationships, identifying business opportunities, providing strategic project insight, and strengthening organizational performance.

The Executive Project Manager plays a key role in supporting business development, preconstruction, estimating, procurement, and project execution. Drawing on extensive commercial construction experience and established industry relationships, this individual will help improve project outcomes, mitigate risk, strengthen client partnerships, and support the company's continued growth.

Unlike a traditional Project Manager, this position does not carry primary responsibility for the day-to-day management of individual construction projects. Instead, the Executive Project Manager serves as a trusted advisor and experienced resource to project teams, providing guidance on complex challenges, strategic opportunities, and best practices while respecting the authority and responsibilities of each assigned Project Manager.

Key Responsibilities

  • Develop and maintain strong relationships with owners, developers, architects, engineers, consultants, subcontractors, and industry partners.

  • Identify new project opportunities and help cultivate strategic client relationships that support repeat and negotiated business.

  • Participate in client meetings, interviews, proposals, industry events, and other business development initiatives.

  • Contribute to project pursuit decisions by evaluating client expectations, project fit, competitive conditions, delivery methods, risks, and strategic value.

  • Provide construction expertise during early project development, including constructability reviews, budgeting, scheduling, phasing, procurement, and feasibility assessments.

  • Collaborate with owners and design teams to identify practical solutions, manage risk, and improve project planning.

  • Support contract and scope negotiations, pricing reviews, and proposals for negotiated and design-build projects.

  • Help facilitate the transition from preconstruction to operations by ensuring alignment on scope, budget, schedule, risks, and client expectations.

  • Contribute to conceptual estimating, budget development, Guaranteed Maximum Price (GMP) proposals, competitive bidding, and negotiated work.

  • Support pre-bid planning, including scope reviews, constructability assessments, subcontractor outreach, bid coverage, and risk identification.

  • Participate in bid-day activities, subcontractor communications, scope evaluations, pricing reviews, and final pricing decisions.

  • Evaluate estimates for completeness, scope coverage, constructability, project risk, and current market conditions.

  • Leverage established subcontractor and supplier relationships to strengthen pricing, procurement strategies, and project execution.

  • Serve as a senior resource to Project Managers and project teams in resolving complex construction, contractual, financial, client, and subcontractor challenges.

  • Participate in owner, architect, and contractor (OAC) meetings, jobsite visits, and project closeout activities as needed.

  • Provide historical project knowledge and lessons learned to help teams anticipate challenges, mitigate risk, and improve performance.

  • Offer strategic insight into project selection, delivery methods, contractual considerations, and business opportunities.

  • Strengthen capabilities across Project Management, Preconstruction, and Estimating by sharing construction expertise and industry knowledge.

  • Identify recurring project risks, promote best practices, and recommend opportunities for operational improvement.

  • Encourage collaboration, mentorship, and knowledge transfer across departments.

  • Support continuous improvement initiatives that enhance project outcomes, client satisfaction, and overall organizational effectiveness.

Required Qualifications & Experience

  • Minimum of five years of commercial construction experience with a general contractor.

  • Demonstrated success independently managing commercial construction projects valued at $10 million or more.

  • Experience overseeing projects from preconstruction and estimating through final closeout.

  • Strong background in estimating, quantity takeoffs, budgeting, cost control, and financial management.

  • Knowledge of subcontractor procurement, buyout, scope development, and subcontract negotiations.

  • Experience managing project schedules, financial forecasts, billing, committed costs, and cost-to-complete projections.

  • Comprehensive understanding of commercial construction contracts, plans, specifications, construction means and methods, and project sequencing.

  • Experience with multiple project delivery methods, such as Design-Build, GC/CM, negotiated contracts, hard bid, Construction Management, or Progressive Design-Build.

  • Proven ability to lead project teams, establish expectations, and promote accountability.

  • Excellent communication, negotiation, problem-solving, and conflict-resolution skills.

  • Strong organizational skills, sound judgment, attention to detail, and the ability to manage competing priorities.

  • Demonstrated ability to build and maintain productive relationships with clients, project partners, subcontractors, and field personnel.

  • Proficiency in Microsoft Office and construction project management software.

  • Ability to travel between project sites and work additional hours when project demands require.

Preferred Qualifications

  • Bachelor's degree in Construction Management, Civil Engineering, Business, or a related field.

  • Ten or more years of commercial construction experience.

  • Experience managing projects valued at $25 million to $50 million or more.

  • Experience with public works, healthcare, education, institutional, municipal, industrial, or other complex commercial construction projects.

  • Familiarity with construction markets in Washington, Idaho, and/or Oregon.

  • Experience with prevailing-wage requirements and public works projects.

  • Proficiency with Procore, BIM/VDC coordination, and related construction technologies.

  • Relevant industry certifications, such as OSHA, DBIA, or similar credentials.

Schedule

  • Full-time, Monday through Friday.

  • Combination of office-based responsibilities and active construction-site work.

  • Regular travel to project sites may be required.

  • Occasional evening, weekend, or holiday work may be necessary based on project demands.

  • Annual performance-based bonus.
