The Position

The City of Riverside, Department of Marketing & Communications, is accepting applications for the position of Communications Supervisor. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

Under general supervision, the Communications Supervisor will plan, organize, produce, and administer communications programs related to television, video, and public broadcasting channels; will coordinate schedules, supervise technical staff, and continually arrange production; administer budgets and equipment research, purchasing, and maintenance; and do related work as required.

Ideal Candidate

The ideal candidate is an experienced communications and multimedia leader who can direct and oversee RiversideTV as a comprehensive broadcast, video production, and audio-visual operation. Experience working in local government, public-sector communications, or a similarly complex organization is highly desirable. This position requires a strong supervisor who can lead staff, establish priorities, manage multiple simultaneous projects, and ensure RiversideTVs work supports the broader communication priorities of the City.

The ideal candidate will have a strong understanding of television, video, live production, streaming, digital media, and A/V operations, but will primarily be responsible for directing and overseeing the work of production staff rather than serving as the primary content creator or technician.

The successful candidate will demonstrate the ability to:

  • Experience working in local government or a public-sector environment, with an understanding of government communications, public meetings, elected and executive leadership, media relations, and community-facing communications.
  • Work strategically alongside the Citys Public Information Officer and MarComm leadership to identify communication opportunities, coordinate media and public information needs, and align RiversideTV programming and resources with Citywide messaging and priorities.
  • Lead, direct, and oversee RiversideTV staff and daily operations, establishing priorities, assignments, timelines, expectations, and accountability.
  • Direct and oversee programming, content strategy, and live and recorded productions, ensuring high-quality work aligned with City and departmental communication priorities.
  • Exercise strong editorial and communication judgment, identifying compelling stories and determining the appropriate audience, format, platform, and production approach.
  • Manage a high-volume production environment, balancing planned programming with City Council meetings, live events, sports, press conferences, executive priorities, emergency communications, and emerging requests.
  • Provide operational leadership for broadcast, streaming, and A/V systems, including production workflows, technical standards, system reliability, equipment planning, vendors, contracts, budgets, and PEG-funded expenditures.
  • Collaborate effectively with City leadership, departments, elected offices, media, community partners, and vendors, demonstrating professionalism, sound judgment, accountability, collaboration, and strong customer service.

Work Performed

Typical duties may include, but are not limited to, the following:

  • Plan and schedule television coverage and broadcasting of government meetings, live sports, special events, and other relative media.
  • Create training programs and complete video projects utilizing television control rooms, studio, and mobile production equipment.
  • Schedule and coordinate job requests and arrange assignments for full-time and part-staff and coverage for projects, events, and meetings.
  • Train personnel, explain work procedures and methods, resolve technical problems, and conduct performance evaluations. Participate in the selection of new employees.
  • Supervise and conduct programming and staff oversight for the Riverside Television Government Access Channel, website, and playback server on a 24/7 basis.
  • Manage television production, including camera operation, editing, and general video production, and serve as producer/director for live events and sports programs.
  • Assist staff to ensure appropriate equipment and personnel are available for a range of specials events and programs such as the Festival of Lights, press conferences, and pavilion events.
  • Coordinate and provide department assistance related to AV systems for the City, including the Council Chambers, venues and facilities, and City departments.
  • Administer budget expenses and financial records for the proper utilization of Public, Education, and Government (PEG) funds for production equipment purchases, repair and maintenance, and staffing costs, including revenues and expenditures.
  • Research audiovisual and production equipment and upgrades based on capabilities, costs, and applications.
  • Administer audiovisual service requests and needs for City departments
