About this Job
The Division of Administration/Office of Community Development has a vacancy. This job title has an assigned pay grade of AS-618.
There are two grant specialist positions dedicated to the LGAP and CWEF programs, and the manager has provided direct supervision to staff managing these grants. The last two years the funding allocation has been $5 million, and we have been able to award both LGAP and CWEF grants across the State. The manager has also been tasked with setting up the new online grant management portal in an effort to move both programs paperless.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Minimum Qualifications
Six years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR
Six years of full-time work experience in any field plus three years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR
A bachelors degree plus three years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR
An advanced degree in business administration, public administration, or a Juris Doctorate plus two years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Review and Evaluation/Staff Supervision
Responsible for fund approval and cost center approval in LaGov for all LGAP/CWEF purchase orders. Maintains funding spreadsheets for all grant programs to track grant awards, sources of funding, and available funds. Manages, trains, and supervises up to 2 professional staff members in grant administration, report completeness and accuracy, correspondence accuracy, and performance evaluation. Advises staff on approval/disapproval of requests from local governing bodies for program amendments and program changes. Acts as a second and final approval following other staff's review of requests for payments from the local governing bodies. Reviews all correspondence to ensure correctness.
Program Implementation/Grant Selection and Funding
Responsible for the development of the Louisiana Government Assistance Program's and the Community Water Enrichment Fund's planning processes. This involves the publishing of administrative rules in the Louisiana Register that defines statewide objectives used to selectively distribute approximately $5-10 million per program in state funds per year to approximately 350 local rural municipalities and parishes for eligible activities. Responsible for the establishment of the State's Louisiana Government Assistance Program's and the Community Water Enrichment Fund's equal funding level for all eligible parishes based on the total amount budgeted as aid to local governments. Responsible for development of the application process for both programs. Conducts trainings and creates training tools for eligible applicants regarding the application process and for grantees regarding the grant implementation process. Participates in formal public hearings and/or meetings for discussion of the program, if required. Works closely with local and State agencies, planning organizations, mayors, elected officials, and engineers to provide necessary technical assistance and program guidance in complying with LGAP and CWEF requirements, enabling those entities to plan programs in an appropriate manner.
Policy and Program Planning
Prepares correspondence of a complex and sensitive nature for the Director, Commissioner of Administration, and Governor. Meets, both personally and by telephone, with officials of federal and State agencies, local governing bodies, State legislators, federal legislators' staff, and professional organizations/business firms on issues relative to LGAP/CWEF Programs. Serves as speaker at meetings, seminars, forums, and conferences. Attends training seminars and meetings. Ensures information regarding LGAP and CWEF programs on website and online portal is up to date and accurate. Participates in other activities which ensure the proper and effective management of the LGAP and CWEF Programs.
