The City of Norfolk's Department of Transportation oversees transportation programs including traffic operations, roadway safety, and support for multi modal systems. The Traffic Operations Bureau performs traffic infrastructure improvements, maintains traffic control devices, and supports engineering projects to improve mobility and safety.

Construction Inspector II ensures construction compliance with codes/specifications and checks for potential safety problems. Provides community relations and administrative duties. Inspects activities. Reviews and approves traffic control safety plans. Enforces state and local codes pertaining to right of way, work zone safety and erosion and sediment control. Performs other duties as required.

Essential Functions

  • Ensures construction compliance with codes and checks for potential safety problems by reading and interpreting design drawings, preparing and reviewing drawings, conducting visual and physical inspections, examining and evaluating materials furnished and quality of workmanship, ensuring compliance with erosion and sediment control standards, rejecting components of work that does not follow plans and specifications, resolving problems, consulting with architects, engineers, developers, contractors and owners and providing technical knowledge.
  • Provides community relations and administrative duties by responding to complaints and requests, providing information, conducting research, entering information into the computer, updating the database, reviewing emergency conditions and generating correspondence and various statistical and project status reports.
  • Review traffic control plans for utility work in the right of way.
  • Perform routine field investigations to ensure utility contractors maintain proper traffic control and work zone safety.
  • Meeting with contractors to review procedures and methods of construction.
  • Inspect activities by going to pre-construction meetings, inspecting on-site, supervising plans and installation, coordinating with groups within and outside the city on projects, maintaining drawings and maintaining daily work log.
  • Interpret City Codes pertaining to work in the right of way.
  • Performs other duties by attending training, supervising and submitting contractor payments.

Education/Experience

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

Required:

  • Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
