About Our Client

Link Network is currently searching on behalf of our client, an established organization based in Honolulu with an active portfolio of construction projects across Hawaii, including federally funded work. They are building out their project delivery team and are looking for an experienced Project Manager who can take ownership of projects and see them through from start to finish.

The Opportunity

Our client is looking for a Construction Project Manager to lead projects from preconstruction through closeout. You will manage scope, schedule, budget, and contractors, and you will make sure each project meets federal requirements and quality standards. This role is a strong fit for a civil engineering professional who has run federal projects, knows how to keep owners and contractors aligned, and wants to keep growing their career in Hawaii.

What You’ll Do

• Manage projects end to end. Own project scope, schedule, and budget from planning and design through construction and closeout.
• Lead federal project compliance. Ensure projects meet federal contract and funding requirements, including Davis-Bacon wage rules, reporting, and documentation standards.
• Oversee contracts and procurement. Support bid packages, contractor selection, and contract administration. Review and negotiate change orders.
• Control project financials. Track costs, forecast budgets, review pay applications, and keep projects on budget.
• Drive schedule and milestones. Build and maintain project schedules, track progress, and resolve delays before they impact delivery.
• Coordinate design and field teams. Work with architects, engineers, consultants, and contractors to keep work moving. Review submittals and respond to RFIs.
• Enforce safety and quality. Monitor site conditions, uphold safety standards, and make sure work meets plans, specifications, and code.
• Report to ownership and stakeholders. Provide regular updates on progress, budget, risks, and issues to leadership and federal stakeholders.
• Maintain project documentation. Keep accurate records of contracts, correspondence, meeting minutes, inspections, and compliance files.
• Close out projects. Manage punch lists, final inspections, as-builts, warranties, and project closeout documents.

What You Bring

• Experience. Minimum 5 years of construction project management experience.
• Federal project experience. Hands-on experience managing federal projects is required, along with familiarity with federal contracting, reporting, and compliance requirements.
• Education. Bachelor’s degree in Civil Engineering or a related field is required.
• Financial management. Proven ability to manage project budgets, cost tracking, and change orders.
• Scheduling skills. Strong working knowledge of construction scheduling and project controls.
• Technical knowledge. Ability to read and interpret construction drawings, specifications, and contract documents.
• Licensure. Professional Engineer (PE) license or PMP certification preferred, not required.
• Hawaii experience. Experience working on construction projects in Hawaii.
• Communication. Clear written and verbal communication with owners, contractors, consultants, and internal teams.
