The Construction Quality Control Manager (QCM) is responsible for implementing and managing the project's Quality Control Program. This position ensures all construction activities comply with contract specifications, applicable building codes, safety regulations, and quality standards. The QCM works closely with project managers, superintendents, subcontractors, owners, and government representatives to ensure successful project execution.

THE COMPENSATION & BENEFITS

Pay: $48.00 - $64.00 Hourly based on experience and capability)

Location Differential: Travel or extended work on other islands may include per diem or travel stipends.

(This salary range reflects current 2025 Hawaii construction industry averages for mid- to senior-level construction quality control managers working in commercial and federal sectors.)

KEY RESPONSIBILITIES

• Develop, implement, and manage the project Quality Control Plan.
• Conduct daily quality control inspections and document project activities.
• Coordinate and perform the Three Phases of Control (Preparatory, Initial, and Follow-Up Meetings).
• Coordination, preparation and participation in close out documents.
• Facilitate commissioning process with 3rd party commissioning agent.
• Verifying all work complies with contract documents, specifications, drawings, and applicable codes.
• Review submittals, RFIs, shop drawings, and material certifications for compliance.
• Coordinate testing and inspections with third-party testing agencies.
• Maintain quality control documentation, inspection reports, testing records, and project logs.
• Identify deficiencies and ensure corrective actions are completed promptly.
• Participate in project meetings with clients, subcontractors, architects, and government representatives.
• Support project scheduling to ensure inspections and testing do not delay construction.
• Work closely with the Site Superintendent and Project Manager to maintain project quality and productivity.
• Promote a culture of safety, quality, and continuous improvement.

QUALIFICATIONS & REQUIREMENTS

• Minimum of 5 years of construction quality control experience.
• Experience of federal construction projects preferred.
• Working knowledge of:
•  USACE EM 385-1-1 Safety Requirements (preferred)  Three Phases of Control
•  RMS/QCS or other government quality management systems (preferred)
• Building codes and construction standards
• Ability to read and interpret plans, specifications, and contract documents.
• Strong organizational, communication, and leadership skills.
• Proficient in Microsoft Office Suite and construction management software.
• Valid driver's license with reliable transportation.

PREFERRED CERTIFICATIONS

• Engineering degree
• OSHA 30-Hour Construction Safety
• USACE Construction Quality Management (CQM-C) Certification
• First Aid/CPR (preferred)

WORK ENVIRONMENT & PHYSICAL DEMANDS

• Work is performed in both office and active jobsite environments.
• Moderate noise level; occasional travel required between islands.
• Ability to stand, walk, bend, sit, and reach with hands/arms as required.
• Ability to work outdoors in varied weather conditions.
