We are seeking a highly skilled Construction Surveillance Technician (CST) to support secure construction projects at RAF Molesworth. This role is pivotal in safeguarding classified facilities by ensuring that all construction activities adhere strictly to physical security and Technical Surveillance Countermeasures (TSCM) standards. The successful candidate will prevent the introduction of technical, electronic, or physical security vulnerabilities into sensitive government environments.
Key Responsibilities
  • Surveillance & Oversight: Conduct continuous monitoring of construction activities within Sensitive Compartmented Information Facilities (SCIFs) and other secure government areas.
  • Compliance Verification: Ensure all construction personnel, materials, tools, and equipment comply with Intelligence Community Directive (ICD) 705 and Department of Defense (DoD) physical security standards.
  • Risk Mitigation: Identify, report, and document any unauthorized activities, suspicious behavior, or potential security vulnerabilities.
  • Documentation & Reporting: Maintain meticulous daily records of surveillance activities, inspections, and security incidents.
  • Stakeholder Coordination: Collaborate with Government Site Security Managers (SSMs), construction managers, and quality assurance teams to resolve security issues.
  • Materials Management: Maintain strict accountability, control, and secure storage protocols for all construction materials entering the site.
  • Project Lifecycle Support: Assist in physical inspections, accreditation activities, and final facility acceptance.
  • Operational Flexibility: Support mission requirements by working weekends, holidays, and extended shifts (up to 60 hours per week).
Required Skills & Experience:
  • Clearance: Active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.
  • Certification: Current Construction Surveillance Technician (CST) certification.
  • Experience:
    • Minimum 3 years in construction security surveillance, TSCM, industrial security, quality assurance, or construction supervision.
    • Minimum 2 years supporting overseas DoD construction projects.
  • Education: High school diploma or GED.
  • Communication: Strong written/verbal skills with the ability to prepare detailed, accurate security documentation.
  • Technical Proficiency: Deep understanding of ICD 705, SCIF construction standards, and physical security requirements.
  • Professional Attributes: Exceptional analytical skills, integrity, discretion, and the ability to work effectively in fast-paced, high-stakes environments.
Desired Skills:
  • 5+ years of total construction experience.
  • Completion of the U.S. Department of State CST Course (SE631).
  • U.S. Army Corps of Engineers Construction Training.
  • Site Security Manager (SSM) certification.
  • Experience with Special Access Programs (SAP) or TEMPEST/TSCM principles.
