Consultant, Bilingual/ESL

JOB SUMMARY: Provide regional leadership, technical assistance, and staff development for Education Service Center, Region 20 (ESC-20) clients in the area of second language acquisition. Collaborate with the Texas Education Agency (TEA), other ESCs and ESC-20 staff members to support increased academic achievement for all students.

POSITION REQUIREMENTS:

JOB KNOWLEDGE, SKILLS/ABILITIES

Knowledge

• Master's degree required from an accredited university.
• Valid Texas teaching certificate with required endorsements in the field of Bilingual and/or ESL required.
• Three years of relevant teaching experience.
• Experience in facilitating groups of district and campus leaders.
• Knowledge or experience in working in Bilingual or ESL programs preferred, including curriculum design and implementation.

• Ability to interpret data and evaluate instruction programs and teaching effectiveness within a Bilingual and/or ESL classroom.
• Proficiency with standard functions within applications such as Microsoft 365/Google, (word processing, spreadsheets, presentation software), e-mail, web browsers, and databases.
• Proficiency with computers (PCs and/or MACs) to include file and desktop management and operations, and working in a cloud-based and/or networked environment.
• Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.

PRODUCTS/OUTCOMES

• Design, develop, and deliver staff development for teachers, administrators, and staff within the Bilingual, ESL, and LOTE departments..
• Facilitate groups to move through content (Chapter 89, ELPS, Title III, Part A and Part B) in ways that build capacity in making effective decisions to enhance the instruction of Emergent Bilingual and Immigrant students.
• Assist clients by serving as a catalyst for appropriate and productive change that increases student performance by providing training and technical assistance to districts and campuses in the area of Bilingual/ESL/LOTE.
• Lead the planning, implementation, and evaluation of Bilingual/ESL programs across multiple districts, ensuring alignment with state and federal mandates.
• Coordinate services and activities for external clients enrolled in the ESC-20 Bilingual/ESL Cooperative and Title III Federal programs.
• Observe classroom instruction and provide feedback and assistance to classroom teachers to facilitate improvement and innovation.
• Establish short- and long-term goals for regional programs and drive data-driven decision-making for continuous improvement, including evaluation of Bilingual/ESL programs as needed.
• Develop marketing strategies for products, services, and programs that reflect data driven decisions.
• Disseminate information regarding current research and significant developments on the state and national levels in Bilingual/ESL.
• Provide support to external clients in the area of parent, family, and community engagement through activities and events.
• Assist in integrating Content Based Language Instruction (CBLI) strategies with students across multiple contents and disciplines in the classroom.

BUDGET RESPONSIBILITY

• Be aware of and follow Center guidelines of allowable costs when recommending use of public funds for expenditures for supplies, equipment, and facilities in area of assignment.

PHYSICAL/MENTAL DEMANDS & ENVIRONMENTAL FACTORS

• Tools/Equipment Used: Standard office equipment including personal computer, peripherals, copy machine, phone, etc.
• Posture: Prolonged sitting; occasional standing, bending/stooping, pushing/pulling, and twisting.
• Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching.
• Lifting: Light lifting and carrying (less than 15 pounds); occasional heavy lifting/carrying (15-50 pounds).
• Environment: This role primarily operates in an in-person, dynamic office setting, characterized by frequent verbal communication, movement, and collaboration among team members (small to large in-person gatherings/meetings); exposure to low or intense illumination; exposure to office equipment noise; may work prolonged or irregular hours; frequent travel; and, occasional remote work (after pre-determined length of employment).
• Mental Demands: Work with frequent interruptions; maintain emotional control under stress.

ADDITIONAL REQUIREMENTS

• Function within the policies and procedures of ESC-20.
• Accept other responsibilities as assigned.
• Dress and groom appropriately for the ESC-20 work setting.
• Travel independently to fulfill responsibilities of the position.
• Maintain regular and reliable attendance, majority in-person/onsite.
• Serve at the will of the Executive Director.

FUNDING

• This position is funded in whole or in part by a federal grant administered under the Education Department General Administrative Regulations (EDGAR) and is subject to the cost principles outlined in 2 CFR Part 200 Subpart E (Uniform Guidance). All costs associated with this position must be allowable, allocable, and reasonable under federal guidelines. The employee is expected to maintain time and effort documentation consistent with federal requirements.
