Contingent Transportation Manager / Export Control Specialist 
 
Job Summary
TechTrans International (TTI) is seeking an experienced Full-Time Contingent Transportation Manager with export control expertise to lead all material shipment operations for the Advanced Test and Logistics Support Services contract in support of the 704th Test Group at Holloman Air Force Base. This is a contingent position, pending contract award. This dual-role position manages the full lifecycle of this contract shipping operations — from Shipping Request Form (SRF) intake through carrier selection, HAZMAT compliance, in-transit tracking, and delivery confirmation — while simultaneously serving as the contract's subject matter expert on ITAR/EAR compliance. Shipments include sensitive test articles such as electronic warfare jammers and Directed Energy equipment to CONUS and OCONUS locations including Australia and New Zealand. The ideal candidate understands the stakes of a mis-shipment or export violation in a national security testing environment and can manage both the daily freight queue and the compliance framework without treating either as secondary.
 
Clearance: Active Secret security clearance required. Must be a U.S. Citizen.
 
Key Responsibilities
Transportation Operations
  • Manage all material shipment activities including CONUS and OCONUS movements via air, sea, ground, and charter
  • Process Shipping Request Forms (SRFs) through the OWMS workflow, ensuring accurate shipping instructions, carrier selection, and documentation for each movement
  • Coordinate with freight forwarders, customs brokers, and carrier partners to ensure seamless transportation and customs clearance to all CONUS and OCONUS nodes including Australia and New Zealand
  • Maintain real-time in-transit visibility for all shipments through the OWMS shipment tracking dashboard
  • Manage temperature-controlled and HAZMAT shipment requirements in compliance with IATA, IMDG, and Holloman AFB HAZMAT policies
  • Maintain 98% on-time delivery performance for CONUS and OCONUS shipments per contract AQL
  • Supervise the Transportation Specialist and provide daily workload direction and QC review
Export Control Compliance
  • Serve as the this contract's primary subject matter expert on ITAR and EAR compliance
  • Review all international shipments and procurement actions involving potentially export-controlled items — including electronic warfare jammers, Directed Energy equipment, and GPS/PNT systems — before execution
  • Conduct ECCN determination and USML category review for items requiring export classification
  • Prepare and manage export license applications, Technical Assistance Agreements (TAAs), and license exemption documentation
  • Ensure 100% compliance with ITAR and international customs export regulations per contract AQL
  • Coordinate with TTI corporate export compliance and external legal counsel on complex export control situations
  • Monitor regulatory changes to ITAR/EAR and brief the Program Manager and Procurement Lead on developments affecting contract operations
  • Maintain complete export compliance records in the OWMS and TTI's export control recordkeeping system
Risk and Compliance Management
  • Conduct risk assessments on shipments and procurement actions for export control exposure — particularly for movements to Australia and New Zealand
  • Identify and flag potential violations before they occur; develop corrective action plans when compliance gaps are identified
  • Support internal and government audits of transportation and export compliance activities
  • Develop and deliver basic export control awareness briefings for the contract team members as needed
Qualifications
  • U.S. Citizenship required
  • Active Secret security clearance required
  • Minimum 8 years of experience in transportation management and export control compliance in a DoD or federal government contracting environment
  • Demonstrated experience managing ITAR and EAR compliance, including export license applications and TAAs
  • Experience coordinating international shipments to Five Eyes partner nations (Australia, New Zealand, UK, Canada) preferred
  • Experience managing HAZMAT and international shipments in compliance with IATA and IMDG regulations
  • Bachelor's degree in Logistics, Supply Chain Management, International Business, or related field
Key Skills
  • In-depth knowledge of U.S. export control regulations (ITAR, EAR) and international shipping compliance
  • Strong understanding of international freight logistics, customs procedures, and carrier management
  • Ability to manage competing shipment priorities under time pressure without compromising compliance
  • Clear written and verbal communication for internal team, vendor, and government interfaces
  • Proficiency in Microsoft Office Suite and web-based shipment tracking and workflow systems
Preferred Qualifications
  • Certified U.S. Export Compliance Officer (CUSECO) or equivalent export compliance certification
  • Experience supporting Air Force, AFMC, or DoD test range logistics operations
  • Experience shipping electronic warfare, Directed Energy, or GPS/PNT equipment under ITAR license or exemption
  • Familiarity with OWMS or similar web-based workflow platforms
  • Knowledge of DoD property accountability requirements for shipped government property
Work Location
On-site at Holloman Air Force Base, Alamogordo, New Mexico. This position requires full-time on-site presence. International travel may be required in support of OCONUS exercise requirements including Australia and New Zealand.
