Contracts Specialist 

Location:
Cranston, RI (Hybrid)

Schedule:
35 Hours per Week | Day Shift

Type:
2-Year Contract (Open-ended)

Pay Rate:
$24.19 per Hour

Summary

We are seeking a Contracts Specialist (Grants Project Specialist) to support contract administration, grant management activities, subrecipient oversight, invoice approvals, and compliance tracking. This role will collaborate closely with program staff to ensure accurate contract documentation, budget management, reporting, invoicing, and funding oversight. The ideal candidate will have strong organizational skills, experience working with contracts or grants, and the ability to monitor compliance and financial performance across multiple programs.

Key Responsibilities

  • Support contract administration activities, including drafting, processing, and maintaining contracts, MOUs, amendments, and related agreements.
  • Collaborate with program staff to complete and update required forms and documentation on an ongoing basis.
  • Monitor performance measures and ensure compliance with grant and contract requirements.
  • Provide training, guidance, and support to subrecipients regarding contract and grant management processes.
  • Review budgets for accuracy and ensure alignment between budget narratives and budget justifications.
  • Track reporting requirements, audit obligations, invoicing activities, and funding utilization.
  • Review monthly invoices and fiscal documentation for completeness, accuracy, and compliance.
  • Identify and escalate budget discrepancies, invoice inaccuracies, and potential compliance concerns.
  • Ensure all required approvals and signatures are obtained in a timely manner.
  • Maintain expenditure tracking and funding reports to support program oversight.
  • Enter, monitor, and maintain grant-related information within grant management systems.
  • Develop and maintain dashboards and reports to track expenditures, funding status, and program performance.
  • Provide guidance to program staff regarding purchasing requirements, contract compliance, and operational procedures.
  • Support the creation and processing of contract amendments and modifications.
  • Utilize electronic signature and document management systems for contract execution and recordkeeping.

Required Qualifications

  • Associate’s or Bachelor’s degree in Business Administration, Public Administration, Finance, Accounting, Contract Management, or a related field; equivalent experience may be considered.
  • Minimum 2 years of experience in contracts administration, grants administration, program support, financial administration, or a related field.
  • Experience reviewing contracts, agreements, budgets, invoices, or compliance documentation.
  • Strong understanding of financial tracking, reporting, and document management processes.
  • Experience working with Microsoft Office applications, including Excel, Word, and Outlook.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines.
  • Excellent verbal and written communication skills.
  • Strong attention to detail and analytical problem-solving abilities.
  • Ability to collaborate effectively with internal teams, stakeholders, and external partners.

Preferred Qualifications

  • Experience supporting government, public sector, nonprofit, or grant-funded programs.
  • Knowledge of grant management systems (GMS) or similar platforms.
  • Experience monitoring subrecipients, contracts, or compliance activities.
  • Familiarity with budget development, financial reconciliation, and expenditure tracking.
  • Experience with electronic signature platforms such as Adobe Sign.
  • Knowledge of contract amendment processes and procurement-related requirements.
  • Experience creating dashboards, reports, and performance tracking tools.
