Cordoba Corporation, a leading engineering and design firm in CA, is hiring a Cost Control to support the Facilities Sector. We are looking for a professional to support recovery and rebuild initiatives by providing project cost accounting, financial controls, and administration of a rebate and reimbursement program designed to assist affected property owners and stakeholders.

This role is responsible for tracking project expenditures, monitoring budgets across multiple funding sources, maintaining cost accounting systems, and ensuring compliance with governmental financial management standards. The Cost Controller will also play a key role in designing, implementing, and administering rebate, reimbursement, or incentive programs that support rebuilding efforts while maintaining strong internal controls, audit readiness, and financial integrity.

The ideal candidate possesses extensive experience in public-sector cost accounting, grant administration, financial reporting, and program financial management, along with the ability to collaborate effectively with project teams, finance personnel, auditors, and external agencies.

Responsibilities:

  • Track, reconcile, and monitor project budgets, commitments, encumbrances, expenditures, and forecasts across multiple capital projects and funding sources.
  • Establish and maintain cost codes, job cost structures, and financial tracking procedures consistent with Los Angeles County Public Works accounting standards and practices.
  • Monitor project expenditures to ensure costs are accurately captured, allocated, and reported.
  • Support project managers and leadership by providing timely financial analysis, budget status updates, cost forecasts, and variance reports.
  • Review financial transactions and supporting documentation to ensure accuracy, completeness, and compliance with applicable policies and funding requirements.
  • Assist with budget development, financial planning, cost projections, and funding allocation activities.
  • Coordinate financial reporting efforts and maintain comprehensive documentation for audits, reviews, and compliance monitoring.

Qualifications:
  • Minimum 10 years of cost accounting or public program financial management experience.
  • Bachelor's degree in Accounting, Finance, Public Administration, Business Administration, or related field.
  • Ability to track and reconcile project costs, budgets, encumbrances, and expenditures across multiple projects and funding sources.
  • Ability to establish cost codes, job cost structures, and procedures for consistent cost capture, compliant with LA County Public Works accounting methods and procedures.
  • Experience developing and implementing a rebate, reimbursement, grant, or incentive program, including eligibility criteria, application and verification workflows, and payment tracking.
  • Ability to design internal controls that prevent duplicate or ineligible payments and keep the program audit-ready.
  • Ability to prepare clear financial reports, dashboards, and briefing materials for management and oversight bodies.
  • Advanced proficiency in Microsoft Excel and experience with governmental financial systems.
  • Ability to handle applicant and financial information confidentially and in accordance with privacy requirements.

Preferred Qualifications:

  • Knowledge of federal and state reimbursement requirements (e.g., FEMA Public Assistance, Cal OES, 2 CFR 200) and related documentation standards.
  • Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM).
  • Experience with disaster recovery or post-disaster financial programs.
