ESSENTIAL FUNCTIONS
Administers the re-establishment, maintenance, and perpetuation of the PLSS and creates a record of all corners; indexes and preserves monument records.
Maintains records and maps of all surveys including Subdivision plats, Condominiums, Certified Survey Maps, Plats of Survey and ALTA/NSPS Land Title Surveys within Dodge County.
Reviews all submitted surveys for compliance with applicable local ordinances, State laws, and Federal regulations. Consults with private surveyors and other county staff to ensure accuracy and resolve conflicts.
Administers the land division and certified survey map review and approval processes.
Serves as County Plat Review Officer and agent for receiving/processing plats as prescribed by State Statute.
Performs necessary research, field reconnaissance, fieldwork, data acquisition and computation to establish and maintain section corners, lines and PLSS lines using commonly accepted land surveying procedures and equipment.
Performs research, evaluation, and deployment of survey-related hardware and software upgrades and makes recommendations for new technologies.
Checks, maintains, and calibrates surveying equipment, maintains and services survey vehicle and inventories survey materials to maintain an adequate supply
Performs necessary field work to monument section corners to establish permanent location.
Maintains and preserves files, associated databases and images for monument records and all surveys in Dodge County.
Makes recommendations for the development, standardization, enhancement or change in office procedures, practices, or projects and documents appropriately.
Researches records and collects data points using GPS equipment to more accurately map tax parcels using AutoCAD Civil 3D and coordinates with GIS Property Analyst for inclusion in the county GIS system.
Provides surveying services for County purposes when requested by County departments/offices/committees or as required by a court.
Provides evaluation/expert testimony needed by Courts regarding surveys performed or PLSS corners located.
Assists state, county and local officials and staff, other professionals, and general public as necessary in locating and interpreting survey records and distributes as required.
Keeps informed of relevant government regulations, policies, and developments pertaining to survey-related matters.
Assists other department personnel, as needed.
Other duties as assigned.
REQUIRED JOB COMPETENCIES
Knowledge of the principles and practices of surveying including public land survey systems, cartography, and regulations, statutes, and standards governing property subdivision.
Knowledge of Geographic Information Systems and the theories, principals, and standard best practices
Knowledge of land use planning, regulations, and related fields.
Knowledge of County zoning and subdivision ordinances.
Knowledge of boundary law, legal principles, rules, regulations and practices of land surveying.
Knowledge of field surveying principles and practices, theory of measurement and error analysis.
Knowledge of Wisconsin State Statutes and Administrative Code that apply to surveying practices.
Knowledge of operating, adjusting and maintaining the various survey equipment required.
Knowledge of Autodesk Civil 3D software (CAD) and surveying equipment with Global Positioning System (GPS).
Knowledge of the County and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
Ability to effectively utilize the principles of strategic and long and short-range planning.
Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.
Ability to research and analyze detailed information and make appropriate recommendations.
Ability to develop department goals and objectives.
Ability to plan, develop, implement, and evaluate projects and programs.
Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.

PHYSICAL AND WORK ENVIRONMENT
This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
Work has standard vision requirements.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
Hearing is required to perceive information at normal spoken word levels.
Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
Work is primarily in an office setting, although field work may occur on occasion.
Work may be in adverse weather conditions where variations and extremes in environmental factors such as temperature, odors, noise, wetness, and/or dust, may cause some discomfort and where there is a risk of minor injury.
May require dealing with persons who are hostile or aggressive, posing threatening conditions.
