About ERP and the Project

Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.

Position Summary

Establish and operate the Contractor Quality Control system for all on-site and off-site work. The CQC System Manager has independent authority to stop noncompliant work, manages the three phases of control, certifies daily reporting and submittals, and must perform no duty other than CQC. The role cannot be combined with Superintendent or SSHO duties.

What You Will Do

  • Develop, maintain, and execute the Government-accepted CQC Plan and definable-features-of-work register.
  • Lead preparatory, initial, and follow-up control phases; verify tests, inspections, materials, submittals, and approved work controls.
  • Manage discipline QC personnel, testing laboratories, special inspectors, roofing observation, deficiency tracking, and commissioning issue integration.
  • Train subcontractors on CQC requirements before work starts and issue written direction to QC representatives.
  • Sign and submit complete daily CQC reports within 24 hours, account for every calendar day, and maintain required records at the site.
  • Coordinate closely with Government QA while preserving independent Contractor QC authority.

Minimum Qualifications

  • Construction management graduate with at least 5 years of construction experience on similar work, OR at least 10 years of related construction quality-management experience.
  • Current USACE Construction Quality Management for Contractors certificate completed within the last 5 years.
  • Demonstrated experience with USACE three-phase control, RMS Contractor Mode, submittal certification, testing, deficiency management, and daily reporting.
  • Ability to serve as an exclusive-duty CQC Manager and remain on site whenever construction is active.
  • Ability to obtain Government acceptance and Fort Buchanan access.

Preferred Qualifications

  • Degree in engineering or construction management and experience on electrical generation, medium-voltage, BESS, controls, or utility projects.
  • RMS 3.0, Procore, Bluebeam, commissioning, and special-inspection experience.
  • Spanish proficiency.

Field, Travel and Employment Conditions

  • This is a contingent opportunity dependent on contract award/NTP, project funding, final staffing
  • When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
