NOTE: This appointment is anticipated to last up to twelve (12) months and may be extended based on budget and business needs.
NOTE: This position is eligible for full-time telework but may be required to report to an OAH facility on occasion. When working remotely, the alternate worksite must be located in Washington state.
NOTE: This position may be filled as either a bilingual (Spanish speaking) position or non-bilingual; however, bilingual candidates may be given preference. The Opportunity:
The Office of Administrative Hearings (OAH) is currently looking to fill a non-permanent Customer Service Specialist 2 (CSS2) in the OAH Customer Service Center. If you have excellent customer service skills and would enjoy working in our fast-paced Adjudicative Support Center handling a large volume of calls and working with a team of hard-working Customer Service Specialists, then this is the opportunity for you! The CSS2 position is the face and voice of OAH and supports OAHs mission by providing direct customer service to those who contact the agency.
This is a represented position under the Washington Federation of State Employees (WFSE)-General Government collective bargaining agreement.
About the Agency:
The 1981 Legislature created OAH to offer Washingtonians an independent, fair, and neutral forum to hold administrative hearings on disputed matters referred by state and local government agencies. Operating out of field offices in Olympia, Tacoma, and Spokane Valley there are currently 230 employees, including 120 Administrative Law Judges (ALJs) who preside over administrative hearings involving unemployment insurance benefits, child support, food assistance, medical benefits, business and professional licensing, and more.
OAH conducts hearings for more than 30 agencies and 160 programs. Our referring agencies include the Employment Security Department (ESD), Department of Social and Health Services (DSHS), Department of Children, Youth, and Families (DCYF), Health Care Authority (HCA), Liquor and Cannabis Board (LCB), Department of Financial Institutions (DFI), the Office of the Superintendent of Public Instruction (OSPI), and others.

Duties
The CSS2 position is responsible for knowing and explaining the entire range of services provided by OAH. This includes possessing in-depth knowledge of varying appeal processes for more than 30 referring agencies and having a working knowledge of the Washington Administrative Code (WAC) and Revised Code of Washington (RCW) related to the administrative appeal practices. The CSS2 provides assistance to other agencies, customers, claimants, employers, license holders, and Washington citizens enabling their access to fair and prompt resolutions for administrative disputes.
The CSS2 provides clear, neutral guidance on OAH services and procedures-without offering legal advice-to individuals who may have limited understanding of the process, ensuring equitable access and consistent support. This position helps individuals navigate hearings, forms, and online systems while ensuring professionalism, accuracy, and consistency. The CSS2 is required to demonstrate patience, superior attention to detail, impartiality, and the ability to remain effective under pressure.

The Bilingual CSS2 assists the agency's Spanish speaking customers and provides customer service (both written and verbally) in Spanish. This includes, but is not limited to, translating written documents for customers as directed by supervisor, and completing calls backs and requests for interpretation of orders.
The Bilingual CSS2 must pass an agency-administered Spanish language test within the first 6 months of employment in order to begin serving our Spanish-speaking customers. This test is a requirement of the bilingual position and, once passed, the employee will receive an additional 5% Dual Language Assignment Pay on top of the base salary shown in this posting.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
