This Opportunity:
The Democratic Republic of the Congo (DRC) has endorsed its National Energy Compact as the strategic framework to transform the energy sector by 2030. The Compact is aligned with Mission 300, the initiative co-convened by the World Bank Group and the African Development Bank to connect 300 million Africans to electricity by 2030, in partnership with The Rockefeller Foundation, the Global Energy Alliance for People and Planet and Sustainable Energy for All (SEforALL). Under the Compact, the Government aims to expand electricity access from 21.5% to 62% by providing first-time access to up to 60 million people, to scale clean cooking from 1% to 30% of the population, and to mobilize more than US$37 billion in public and private investment.
To drive implementation, the Government has established a Compact Delivery and Monitoring Unit (CDMU) within the Prime Minister's Office (Primature). The CDMU coordinates sector ministries, implementing agencies (including the national utility SNEL, the rural electrification agency ANSER and the electricity regulator ARE), development partners and private investors; tracks performance against the Compact Action Plan and Results Framework; and works to resolve implementation bottlenecks. It is staffed by experts embedded within the unit, working as an integrated team under the CDMU Coordinator.
Palladium, which provides services to the Alliance under a Master Services Agreement (MSA), is seeking a Data Analysis, Performance Monitoring, Evaluation, Learning and Accountability Expert to support the DRC CDMU. With many institutions sharing responsibility for delivery, including SNEL, ANSER, ARE, UCM, UCPIF, sector ministries, provincial governments and private developers, the Compact needs a practical performance management function that converts priorities into measurable milestones, identifies slippage early and keeps all stakeholders accountable.
This role is contingent upon contract award to Palladium. The Expert will be engaged upon award for an initial full-time 12-month assignment, with potential for extension subject to performance, evaluation and available funding. The anticipated start date is October 2026.
Location:
The position is based in Kinshasa, DRC, at the CDMU headquarters within the Prime Minister's Office (Primature), with occasional travel to the provinces as needed. Only candidates with current work authorization will be considered.
Reporting Lines:
Primary Roles and Responsibilities:
The Expert will lead the CDMU's performance monitoring, evaluation, learning and accountability function. Responsibilities will include, but are not limited to:
Results framework operationalization and data protocols
Review the Compact Results Framework and translate it into a practical Indicator Reference Matrix covering definitions, baselines, targets, data sources, reporting frequency, responsible entities and verification approach, with intermediate milestones to track execution.
Establish data collection and reporting tools, including standard reporting templates and a simple data submission calendar for SNEL, ANSER, ARE, UCM, relevant ministries, development partner projects and designated provincial focal points, and agree a time-bound plan with responsible institutions to close priority data gaps.
Performance tracking, evaluation and reporting
Coordinate regular collection, consolidation, internal evaluation and quality review of implementation data against Compact indicators and key Action Plan milestones.
Track progress of critical projects and reforms, analyze variances between planned and actual performance, and identify the drivers of delays and underperformance.
Monitor on-time delivery of all M&E and accountability milestones in the Compact Action Plan by responsible entities, including data systems, verification mechanisms, reporting commitments and evaluation events.
Work closely with the firm developing the DRC's Multi-Tier Framework (MTF) energy access monitoring program, advising on how multidimensional access indicators can be reflected in Compact monitoring.
Prepare a concise monthly Compact Performance Dashboard and consolidated monthly performance report highlighting progress, delays, data gaps, risks and required decisions, and provide consistent inputs to quarterly CDMU reports.
Harmonize Compact reporting with development partner requirements, reducing duplicative reporting burdens on implementing agencies.
Ensure gender and social inclusion are systematically measured, with sex-disaggregated data collected for all relevant indicators and reported in all performance products.
Early warning, problem-solving and decision support
Develop and maintain a performance risk and action tracker covering delayed milestones, off-track indicators, missing data and agreed corrective actions.
Prepare short early-warning notes and decision briefs for the CDMU Coordinator where performance data indicate a risk of significant delay, underachievement or unresolved institutional bottlenecks.
Support the preparation and documentation of CDMU problem-solving meetings by framing issues clearly, tracking decisions and following up on agreed actions.
Data quality, digital platforms and sub-national data
Define functional requirements for the CDMU digital dashboard or data platform, coordinate with IT, dashboard, GIS or platform specialists on its development, data integration and dynamic visualization tools, and continuously strengthen information systems.
Coordinate data quality checks, including consistency reviews and source verification, and escalate material data reliability concerns to the CDMU Coordinator.
Support a practical sub-national data coordination mechanism through agreed provincial focal points and templates.
Learning, accountability and capacity building
Facilitate quarterly After-Action Reviews for each Action Plan pillar and quarterly Adaptive Management Reviews with the CDMU team on progress toward the 2027 and 2030 targets and any course corrections needed.
Synthesize lessons into a Semi-Annual Lessons Brief (June and December) and prepare the Annual Performance Report covering all five Compact pillars.
Recommend and implement practical ways to disseminate Compact information, strengthening transparency, accountability and stakeholder engagement.
Deliverables:
This is a time-based assignment. Specific deliverables, tasks and timelines will be defined prior to contract signature. The deliverables over the period of the assignment will include, but are not limited to:
Inception report and workplan, including approach, priority tasks, stakeholder map, reporting calendar and immediate risks (within 2 weeks of contract signature)
Indicator Reference Matrix and data protocol package, including reporting templates (month 1)
Performance risk and action tracker (month 1, then updated monthly)
Monthly Compact Performance Dashboard and report (from month 2)
Early-warning notes and decision briefs (as needed)
External stakeholder reports, learning and capacity-building notes, and the Semi-Annual Lessons Brief (semi-annually)
Annual Performance Report
Completion and handover report (two weeks before the end of the assignment)
Essential Criteria:
Advanced university degree (master's or equivalent) in statistics, economics, public policy, social sciences, energy, engineering or a related field.
Minimum of 10 years of progressively responsible experience in monitoring, evaluation, performance management and learning within large-scale development programs, public sector reforms or infrastructure initiatives.
At least 5 years of direct experience designing and operationalizing integrated MEL or performance management systems in the energy, infrastructure, public investment or basic services sectors.
Proven experience supporting government-led, multi-stakeholder programs involving public institutions, development partners, private sector actors and financing institutions.
Demonstrated expertise in developing results frameworks, theories of change, KPI frameworks, performance dashboards and implementation monitoring systems.
Strong quantitative and qualitative analytical skills, including survey design, sampling, performance analytics and digital data management.
Good working knowledge of digital data tools such as Excel, Power BI and Kobo/ODK, or equivalent platforms.
Excellent communication, facilitation and stakeholder coordination skills, including leading performance reviews and learning workshops.
Fluency in English and French.
Desirable Criteria:
Familiarity with energy access metrics and the Multi-Tier Framework (MTF).
Prior experience in the DRC or Central Africa on energy, infrastructure, governance or public sector reform programs (highly desirable).
