Position Overview:
We are seeking an experienced Database Management Specialist (Senior) to provide advanced database management, administration, and technical expertise in support of the Statewide Agile Resources and Teams 2024 contract. The ideal candidate will have extensive experience with database management systems (DBMS), relational database technologies, database application design, performance optimization, data integrity, and security. The successful candidate will support enterprise GIS databases and geospatial systems used in public-safety environments. This role requires expertise in enterprise geodatabase administration, ArcGIS technologies, spatial-data management, database backup and recovery, and the integration of GIS data with mission-critical applications, including Computer-Aided Dispatch (CAD), Records Management Systems (RMS), and mobile-computing solutions. The Database Management Specialist (Senior) will evaluate database technologies, design and maintain database structures, implement security and recovery procedures, and ensure the availability, accuracy, integrity, and recoverability of critical data. The position will collaborate with GIS professionals, application developers, database administrators, public-safety stakeholders, and software vendors to support reliable and efficient geospatial data services.
Key Responsibilities:
  • Provide advanced technical expertise and support in the administration, design, implementation, and maintenance of database management systems.
  • Evaluate and recommend appropriate DBMS products and technologies to meet validated user requirements, application needs, and organizational objectives.
  • Design and maintain database structures, including file organization, indexing methods, schemas, relationships, and access controls.
  • Develop, implement, and maintain database backup, recovery, and disaster-recovery procedures to ensure data availability and recoverability.
  • Establish and maintain database security procedures and controls to protect sensitive information and ensure compliance with applicable State requirements.
  • Ensure data integrity, consistency, security, and recoverability are incorporated into database applications and processing environments.
  • Administer and support enterprise GIS databases and geospatial systems used by public-safety organizations.
  • Use ArcGIS Pro to perform spatial-data editing, analysis, geoprocessing, cartographic production, data conversion, coordinate-system management, and data quality assurance.
  • Administer enterprise geodatabases supported by Microsoft SQL Server, PostgreSQL, Oracle, or comparable relational database platforms.
  • Design, configure, and maintain geodatabase schemas, feature classes, domains, subtypes, topology, versioned editing workflows, user permissions, and data-integrity controls.
  • Monitor database performance and capacity, troubleshoot database issues, and implement improvements to optimize query execution, indexing, storage, and overall system performance.
  • Coordinate database migrations, upgrades, backup and recovery activities, and changes to database structures and configurations.
  • Support ArcGIS Enterprise and/or ArcGIS Online, including publishing and maintaining map services, feature services, web maps, applications, organizational GIS content, user roles, and sharing permissions.
  • Develop and maintain GIS automation, integration, and data-transformation processes using Python, ArcPy, ModelBuilder, SQL, REST APIs, FME, or comparable technologies.
  • Maintain mission-critical public-safety GIS datasets, including address points, street centerlines, common-place locations, jurisdictional boundaries, response areas, map layers, geocoding, routing, and location-validation data.
  • Validate geospatial data accuracy, consistency, completeness, and compatibility with enterprise applications and operational requirements.
  • Support GIS integrations with CAD, RMS, and mobile-computing environments, including dispatch mapping, geocoding, routing, mobile map delivery, and data-interface troubleshooting.
  • Investigate and resolve database, GIS application, integration, and data-quality incidents in coordination with technical teams and software vendors.
  • Maintain database documentation, data dictionaries, schema definitions, security configurations, operational procedures, and recovery plans.
  • Collaborate with application developers, GIS analysts, database administrators, and end users to translate business requirements into effective database and geospatial solutions.
  • Recommend improvements to database architecture, automation, data governance, security, performance, and operational reliability.
Required Qualifications:
  • A Bachelor's degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or a related scientific or technical discipline; or three (3) years of equivalent experience in a related field.
  • At least six (6) years of experience in database management system (DBMS) systems analysis and programming.
  • At least three (3) years of specialized experience using current DBMS technologies, designing applications utilizing various database management systems, and working with DBMS internals.
  • Strong knowledge of relational database concepts, database architecture, schema design, indexing, query optimization, data security, and data-integrity principles.
  • Experience developing and maintaining database backup, recovery, and security procedures.
  • Demonstrated analytical, troubleshooting, documentation, and problem-solving skills.
  • Ability to work collaboratively with technical teams, application developers, GIS professionals, business stakeholders, and end users.
Preferred Qualifications:
  • At least three (3) years of recent experience administering and supporting enterprise GIS databases and geospatial systems for a public-safety organization.
  • Hands-on experience using currently supported versions of ArcGIS Pro for spatial-data editing, analysis, geoprocessing, cartographic production, data conversion, coordinate-system management, and quality assurance.
  • Experience administering enterprise geodatabases supported by Microsoft SQL Server, PostgreSQL, Oracle, or a comparable relational database platform. Experience should include schema design, feature classes, domains, subtypes, topology, versioned editing, user permissions, performance monitoring, data migration, backup and recovery coordination, and data-integrity controls.
  • Experience supporting ArcGIS Enterprise and/or ArcGIS Online, including publishing and maintaining map and feature services, web maps, applications, user roles, sharing permissions, and organizational GIS content.
  • Experience with modern GIS automation, integration, or data-transformation tools such as Python, ArcPy, ModelBuilder, SQL, REST APIs, FME, or comparable technologies.
  • Experience maintaining mission-critical public-safety GIS data, including address points, street centerlines, common-place locations, jurisdictional boundaries, response areas, map layers, geocoding, routing, and location-validation data.
  • At least one (1) year of direct experience supporting the GIS components and integrations of a law-enforcement or public-safety Computer-Aided Dispatch (CAD), Records Management System (RMS), and mobile-computing environment. This experience should include troubleshooting data interfaces, dispatch mapping, geocoding, routing, mobile map delivery, application incidents, and vendor-related issues.
