Defense Supply Chain Risk Policy Consultant (Managing Consultant)

The issues to be resolved are often difficult to define and quantify; may involve complex, traditionally competing interests; are often characterized by senior leadership interest and visibility and require extensive proving and analysis. 

Technical Assent is seeking a Department of Defense / Department of War Supply Chain Risk Expert at the Managing Consultant level to support the development of DoW-level policy documents concerning Commercial Support to Operations (CSO) and/or Supply Chain Risk Management (SCRM). The Office of the Deputy Assistant Secretary of War for Logistics is responsible for accelerating the adoption of CSO and SCRM standards and guidance across the Department, sharing identified supply chain or vendor risks, advancing the use of enterprise analytics, tools, and data, and establishing processes for elevating enterprise-wide risks to senior DoD leaders. The project provides expertise in supply chain risk management, logistics strategy and policy, supply chain operations, and asset management. The team supports the full lifecycle of defense-wide logistics and SCRM policies, monitors sustainment programs, and strengthens visibility, accountability, resilience, and auditability across critical defense supply chains and assets. This project focuses on the comprehensive modernization, systematic tracking, and cross-functional synchronization of all active logistics and supply chain risk policies, instructions, and directives maintained by the office. By implementing rigorous administrative controls, strong records management, risk tracking, and proactive stakeholder coordination, this effort ensures all logistics and SCRM guidance remains accurate, compliant, responsive to evolving threats, and aligned with modern warfighting requirements.

Role Description

The Managing Consultant will support the office responsible for providing policy, oversight, and governance for SCRM equities across the Department. This individual will advise on enterprise SCRM strategy, help coordinate Department-wide implementation efforts, and support the office’s role in establishing consistent processes, clarifying responsibilities, and enabling senior leader decision-making. The role requires strong Defense experience, executive communication skills, and the ability to operate effectively across multiple stakeholder groups.

Key Responsibilities

• Advise the office on DoW SCRM policy, oversight, governance, and enterprise coordination.
• Support development, refinement, and implementation of SCRM governance structures, processes, and decision rights.
• Assist in tracking and managing SCRM equities, issues, risks, and dependencies across DoW stakeholders.
• Prepare executive-level briefings, decision papers, talking points, and status updates for senior leaders.
• Coordinate with DoW offices, commands, and mission stakeholders to align policy implementation and issue resolution.
• Translate policy, executive orders, and governance requirements into practical guidance and actionable steps.
• Support development of oversight mechanisms, reporting cadences, and performance measures.
• Help identify gaps, risks, and opportunities for improved SCRM execution across the Department.
• Facilitate communication up, out, and across the Department on SCRM priorities and decisions.
• Support senior advisory activities for the client in meetings, forums, and working groups.

Required Skills & Experience

• Bachelor's Degree
• Minimum 10 years of relevant experience in SCRM, supply chain, logistics, acquisition, or related defense/federal work.
• Strong DoW experience with demonstrated familiarity working across multiple offices or senior stakeholder groups.
• Deep understanding of DoW supply chain risk management policy, processes, and executive orders.
• Experience supporting policy, oversight, governance, or enterprise coordination efforts.
• Proven ability to communicate effectively with senior leaders and influence decisions.
• Experience developing executive-level briefings, recommendations, and decision support materials.
• Ability to analyze issues, identify risks, and support mitigation and escalation efforts.
• Ability to operate at a senior advisory level in a complex DoW environment.
• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
• Must be on-site in Alexandria, VA up to 5 days a week
• Secret Clearance Required

Preferred Skills & Experience

• 10-20 years of relevant experience.
• Senior Military Officer or equivalent senior executive-level DoW experience.
• Experience supporting office-level or enterprise-level policy and governance functions.
• Familiarity with defense industrial base risk, critical dependencies, and supplier resilience.
• Experience driving alignment across multiple organizations with competing priorities.
• Prior experience advising senior DoW leaders on SCRM policy and governance matters.

The Managing Consultant is expected to approach assignments in the context of the Government's broader mission and objectives, anticipate risks and stakeholder needs, and support decisions through well-researched and data-driven analysis. The role requires the ability to independently manage assigned work while contributing effectively within a consulting team. These expectations align with Technical Assent's Managing Consultant level.

Work Location

On site at client facility in Alexandria, VA (Mark Center), up to 5 days per week.

Salary Range

For individuals assigned and/or hired to work in Virginia, Technical Assent is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to Virginia and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. At Technical Assent, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $155,000 to $180,000.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
