Program Manager - Federal Oracle Consolidation & Modernization
Location: Hybrid with 10% onsite in Washington, DC
Clearance: Public Trust required prior to starting this position

Position Summary
The Program Manager will lead the end-to-end delivery of a large-scale Oracle consolidation and modernization effort supporting a federal enterprise environment. This role owns program-level accountability for schedule, cost, scope, risk, and stakeholder alignment across the full implementation lifecycle, from legacy system inventory and fit-gap analysis through cutover, go-live, and post-implementation stabilization. The PM serves as the primary interface between the contractor delivery team, agency program office, and Oracle implementation partners, and is accountable for program performance against contractual deliverables and federal compliance requirements.
Key Responsibilities
Own overall program governance for an Oracle-based consolidation effort replacing multiple legacy/agency-level systems with a single enterprise platform.
Responsible for interfacing between technical teams and the end customer, lead customer conversations, resolve raised issues, and understand implementation and system consolidation processes to help drive decision making across technical teams, partners, and the customer.
Manage program schedule, budget (EVM if required), risk register, and issue escalation across all workstreams (technical, functional, data migration, change management, training).
Lead cross-functional coordination between technical delivery teams, Oracle implementation partners, agency stakeholders, and any subcontractors.
Own the integrated master schedule (IMS) and drive on-time delivery of implementation phases: requirements/fit-gap, configuration, data conversion, testing (SIT/UAT), cutover, and post-go-live stabilization.
Serve as the primary point of contact for the Contracting Officer's Representative (COR) / Contracting Officer (CO) and agency program leadership.
Manage contract deliverables, status reporting, and compliance with applicable federal frameworks (FISMA, FedRAMP, Section 508, etc., as applicable to the program).
Oversee change management and organizational adoption planning to support end-user transition from legacy systems to the new platform.
Manage staffing, subcontractor performance, and resource allocation across the program.
Identify and mitigate program risks, including data quality, legacy system dependencies, interoperability gaps, and organizational change resistance.
Prepare and present executive-level status reporting, briefings, and decision papers to agency leadership and internal executive stakeholders.
Required Qualifications
Minimum 10 years of overall program/project management experience, demonstrating career progression from project-level to program-level ownership across enterprise environments.
Experience across Oracle Cloud Fusion, how it operates across a large system of HR modules, and understanding of traditional issues that might arise.
3 to 5 years of that experience must be specific to Oracle enterprise applications (Oracle Fusion Cloud, Oracle EBS, PeopleSoft, or equivalent) in an implementation or consolidation leadership capacity.
Demonstrated experience managing large-scale system consolidation efforts, replacing multiple legacy/disparate systems with a single enterprise platform.
Experience managing programs within a federal contracting environment, including familiarity with FAR-based contract structures, COR/CO relationships, and federal reporting requirements.
Proven ability to manage multi-million-dollar program budgets, integrated schedules, and cross-functional delivery teams.
Strong stakeholder management skills, with experience briefing senior agency and executive leadership.
Bachelor's degree in a relevant field (Business, IT, Engineering, Public Administration) or equivalent professional experience.
Expertise leading programs across transformations and consolidation efforts around Oracle modules and applications.
Proven experience operating between government customers and internal teams, especially with reporting, budgeting, and program management.
Preferred Qualifications
PMP certification (PMI) or equivalent (e.g., DAU/DoD program management certification, PgMP).
Experience with Agile/hybrid delivery methodologies in a federal program context.
Familiarity with federal HR/financial system modernization efforts and associated compliance standards (FISMA, FedRAMP, Section 508).
Active federal security clearance or ability to obtain one.
Experience managing subcontractor teams or joint ventures on a prime contract.
