Job Summary
We are seeking an experienced
Deputy Program Manager to support the overall management and execution of a large-scale
Centers for Medicare & Medicaid Services (CMS) federal healthcare technology program. The Deputy Program Manager will work closely with the Program Manager and senior stakeholders to oversee program delivery, governance, planning, risk management, performance, and coordination across multiple technical and functional workstreams.
The ideal candidate will have strong experience managing complex federal technology programs, coordinating cross-functional teams, and providing leadership visibility into program progress, risks, dependencies, resources, and deliverables.
Key Responsibilities- Support the Program Manager in the overall planning, execution, governance, and delivery of the program.
- Provide day-to-day leadership and oversight across multiple technical and functional workstreams.
- Coordinate program schedules, milestones, deliverables, dependencies, resources, risks, and issues.
- Establish and maintain program-level status reporting, dashboards, metrics, and executive briefings.
- Lead program governance activities and facilitate senior-level stakeholder meetings, reviews, and decision forums.
- Proactively identify and manage program risks, issues, dependencies, and delivery challenges.
- Coordinate across development, QA, architecture, DevSecOps, data, business, and other project teams to ensure alignment and delivery.
- Monitor program performance against established objectives, schedules, milestones, and contractual or organizational commitments.
- Support resource planning, staffing, onboarding, workload management, and prioritization across program teams.
- Partner with Product Owners, Project Managers, technical leads, and business stakeholders to resolve cross-functional issues and dependencies.
- Ensure program deliverables, documentation, reporting, and governance artifacts are accurate, timely, and maintained.
- Support program-level Agile planning, release planning, and coordination across multiple Agile teams.
- Provide leadership with timely analysis, recommendations, and escalation of critical program concerns.
- Drive continuous improvement of program management processes, governance practices, reporting, and delivery operations.
- Serve as a senior point of contact for program stakeholders and represent program leadership when appropriate.
- Support the Program Manager in maintaining strong customer relationships and ensuring stakeholder expectations are effectively managed.
Required Qualifications- Bachelor's degree in business administration, Computer Science, Information Technology, Engineering, or a related field, or equivalent experience.
- 10+ years of experience in program/project management, including experience supporting large-scale technology programs.
- Demonstrated experience in a Deputy Program Manager, Program Manager, Senior Project Manager, or comparable leadership role.
- Experience managing multiple concurrent workstreams, teams, schedules, dependencies, risks, and deliverables.
- Strong experience with program governance, executive reporting, risk/issue management, and stakeholder management.
- Experience leading cross-functional technical and business teams in complex enterprise environments.
- Strong understanding of Agile/Scrum and/or hybrid software delivery methodologies.
- Excellent leadership, communication, presentation, organizational, and problem-solving skills.
- Ability to operate effectively with senior government, customer, technical, and program stakeholders.
Preferred Qualifications- Experience supporting federal government technology programs, particularly large-scale programs with multiple contractors or stakeholder organizations.
- Experience working with CMS, Medicare, Medicaid, or federal healthcare programs.
- Experience supporting enterprise application modernization and cloud transformation initiatives.
- Experience with Agile, SAFe, DevSecOps, and cloud-native delivery environments.
- PMP, PgMP, or similar program/project management certification.
- Experience with program management tools such as Jira, Confluence, Azure DevOps, Microsoft Project, and Microsoft Power BI.
- Experience managing distributed teams, vendors, subcontractors, and multiple delivery organizations.
- Experience supporting federal governance, compliance, security, and contractual reporting requirements.

This position will work closely with program leadership and multidisciplinary teams supporting enterprise technology within the

Compensation:
The expected compensation range for this position is $100,000 - $160,000 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.
