    Job Description

    Apogee is seeking an experienced Deputy Program Manager / Enterprise Risk & Resilience Lead to support a federal readiness simulation and decision-support program. This role will combine program governance, enterprise risk management, organizational resilience, continuity planning, and executive decision support to help ensure successful delivery of mission-critical initiatives.

    The successful candidate will work closely with the Program Manager, technical teams, operational subject-matter experts, and federal stakeholders to identify, assess, and mitigate mission, operational, workforce, cybersecurity, schedule, and implementation risks.

    This individual will play a key role in strengthening program execution, improving organizational readiness, and enabling informed decision-making across complex federal environments.

    Key Responsibilities:

    • Support the Program Manager with program governance, schedule management, reporting, stakeholder coordination, and execution oversight.
    • Develop, maintain, and manage the integrated enterprise risk register.
    • Identify and evaluate operational, organizational, workforce, cybersecurity, technical, schedule, and implementation risks.
    • Develop risk mitigation strategies, response plans, ownership models, escalation paths, and risk triggers.
    • Lead risk and governance discussions with senior leaders and federal stakeholders.
    • Support organizational resilience and continuity planning efforts, including disruption, surge, degraded operations, and recovery scenarios.
    • Track program decisions, assumptions, dependencies, risks, issues, and corrective actions.
    • Support executive briefings, readiness assessments, milestone reviews, and decision gates.
    • Coordinate cross-functional teams, deliverables, and workstream dependencies.
    • Contribute to program documentation, training materials, demonstrations, and transition activities.
    • Support continuous improvement of program processes, governance frameworks, and operational readiness capabilities.

    Requirements

    • Bachelor’s degree in Business, Public Administration, Emergency Management, Organizational Leadership, Risk Management, or related discipline.
    • Minimum 8 years of experience supporting program management, enterprise risk management, business continuity, resilience, readiness, or federal consulting initiatives.
    • Proven experience establishing and managing enterprise risk management processes.
    • Experience supporting complex federal programs with multiple stakeholders, technical teams, and interconnected workstreams.
    • Ability to translate operational and organizational risks into actionable mitigation strategies.
    • Strong communication skills with experience in executive briefings, reporting, facilitation, and stakeholder engagement.
    • Ability to obtain and maintain required client suitability requirements, including Public Trust eligibility if required.

    Preferred Qualifications:

    • Master’s degree in a relevant field.
    • PMP, PMI-RMP, CBCP, Lean Six Sigma, change management, or related professional certification.
    • Experience supporting defense, national security, emergency management, continuity, mobilization, or federal readiness programs.
    • Experience designing or supporting tabletop exercises, scenario planning, crisis management, or resilience programs.
    • Familiarity with simulation platforms, analytics solutions, technology implementations, or decision-support environments.
    • Experience working with federal agencies and mission-critical programs.
    • Experience in Program management, risk strategy, operational resilience, and executive decision-making.
    • Expertise in working with senior stakeholders, managing ambiguity, and driving risk-informed outcomes in complex federal environments.
    • Ability to obtain and maintain client-required suitability clearance or Public Trust determination.
    • Candidates must be able to support periodic onsite meetings in Virginia.
