Job Description

Affordable Housing Development Manager

This role is responsible for leading the full lifecycle of multifamily, affordable housing, and mixed-income real estate development projects, from site identification and predevelopment through construction completion and lease-up. The position requires strong leadership, financial acumen, project management expertise and the ability to coordinate multiple stakeholders across complex development initiatives. The successful candidate will oversee internal development staff while managing external consultants, lenders, public agencies, legal counsel, architects, engineers and contractors to ensure projects are delivered on time, within budget, and in accordance with strategic objectives.

Key responsibilities include:

  • Identify, evaluate, and pursue real estate development opportunities
  • Conduct financial feasibility analyses and assess site suitability
  • Create and maintain project pro formas, development budgets, cash flow projections, and capital plans
  • Secure site control through purchase agreements, development agreements, and related documentation
  • Develop and manage project schedules, ensuring achievement of key milestones and deadlines
  • Prepare and manage development budgets and predevelopment expenditures
  • Coordinate debt and equity financing efforts, including financial closings
  • Negotiate and administer loan agreements, partnership documents, and other transaction-related contracts
  • Support applications for public and private funding sources, including affordable housing financing programs and tax credit transactions
  • Build and manage multidisciplinary project teams, including consultants, legal counsel, architects, engineers, contractors, and financial partners
  • Present development opportunities and project updates to investors, public officials, community groups, and internal leadership
  • Foster collaboration among internal and external stakeholders to drive project success
  • Coordinate with property management and leasing teams during project stabilization and lease-up
  • Resolve project challenges proactively while balancing competing priorities and stakeholder interests

The successful applicant will have:

  • Bachelor's degree required
  • 4+ years of experience in real estate development, affordable housing development or a related field
  • Demonstrated experience managing multifamily, affordable housing, mixed-income or public-private development projects
  • Experience with financing structures, including Low-Income Housing Tax Credits (LIHTC), housing finance agency programs, soft funding sources and other affordable housing incentives preferred
  • Strong financial modeling, underwriting, budgeting and analytical skills
  • Knowledge of affordable housing development, HUD programs, housing finance agencies and public funding mechanisms
  • Ability to influence and build consensus among diverse stakeholders
  • Strong organizational and project management capabilities with the ability to manage multiple projects simultaneously
