Director, Congressional Affairs

The Association of American Railroads (AAR), the world's leading railroad policy, research, standard-setting, and technology organization, is focused on enhancing the safety and productivity of the U.S. freight rail industry.

The Director, Congressional Affairs works closely with the entire Government Affairs team, as well as with the Washington representatives of member companies. They will work to influence congressional consideration of legislation, consistent with the objectives of the Association, assist in Congressional hearing and markup preparation, participate in political fundraisers, and will be a Registered lobbyist. They must possess an understanding of the inner workings of Congress and relevant federal agencies. The incumbent will also manage AAR's participation across various coalitions with the aim of heading off harmful initiatives and supporting beneficial ones.

Specific responsibilities are described below.

This position reports to the Senior Vice President, Government Affairs and supports the Government Affairs division.

Minimal travel is required for this position.

Principal Accountabilities

1. Building and maintaining trusted bipartisan relationships with Members of Congress, congressional staff, and relevant committees, including serving as a primary point of contact for assigned legislative offices.

2. Monitor, analyze, and anticipate federal legislation, budgets, and regulatory activities that impact the industry and provide strategic input on such issues.

3. Advocating and influence legislative agendas on Capitol Hill consistent with AAR's priorities.

4. Attend and report on congressional hearings, briefings, and markups. Track relevant legislation throughout the legislative process.

5. Attend and participate in industry fundraisers.

6. Develop and maintain relations with strategic partners and industry coalitions.

7. Coordinate cross functional input for advocacy campaigns, policy positions, and communications.

8. Actively pursue expansion of job-related responsibilities, skills and knowledge, and demonstrate initiative whenever possible.

9. Other duties as assigned

Qualifications:

• At least four years of previous Capitol Hill experience required.
• Proficiency in the legislative process, including Committee hearings and markups.
• Ability to read legislative text required, and legislative drafting skills a plus.
• Requires effective oral and written communication skills
• Demonstrated organizational and time management skills
• Aptitude with Microsoft Office suite
• The ability to exercise professional judgment and maintain confidentiality.
