POSITION SUMMARY The Director of Facilities & Property Development provides strategic leadership and oversight for the facilities, properties, construction, maintenance, safety, and capital improvement needs of Tejano Center and its programs, including RYSS Texas Public Schools. The Director is responsible for ensuring that all organizational facilities are safe, functional, well-maintained, compliant, and aligned with the operational needs of the organization. This position oversees preventive and corrective maintenance, facility improvements, construction and renovation projects, property development, vendor and contractor relationships, and long-term facilities planning. The Director works closely with executive leadership, school and program administrators, Finance, Operations, and external partners to support effective stewardship of the organization's facilities and physical assets while maintaining compliance with applicable federal, state, and local requirements.

MAJOR RESPONSIBILITIES AND DUTIES Facilities & Property Management
Provide leadership and oversight for the organization's facilities, buildings, grounds, and other physical properties.
Develop and implement short- and long-term facilities plans that support organizational and school operational needs.
Ensure facilities are maintained in a safe, clean, functional, and professional condition.
Establish and oversee preventive maintenance schedules for building systems, equipment, and grounds.
Coordinate timely response to facility repairs, emergencies, and service requests.
Conduct routine facility inspections and identify maintenance, safety, and capital improvement needs.
Maintain accurate records related to facilities, properties, inspections, warranties, maintenance, and improvements. Property Development & Capital Projects
Lead and coordinate facility development, renovation, expansion, and capital improvement projects from planning through completion.
Assist executive leadership in evaluating potential property acquisitions, leases, expansions, and development opportunities.
Coordinate with architects, engineers, contractors, consultants, governmental agencies, and other external partners.
Develop project scopes, schedules, budgets, and implementation plans.
Monitor construction and renovation projects to ensure work is completed according to approved plans, timelines, budgets, and quality standards.
Review project proposals, estimates, change orders, invoices, and completion documentation.
Support due diligence activities related to organizational property and facility development. Maintenance & Operations
Direct the maintenance and upkeep of organizational facilities, grounds, building systems, and equipment.
Establish standards and procedures for preventive maintenance and facility work orders.
Coordinate custodial, landscaping, HVAC, electrical, plumbing, security, and other facility-related services as assigned.
Monitor the condition and useful life of major facility systems and recommend repair or replacement priorities.
Develop plans to minimize disruption to school and program operations during maintenance, construction, or emergency repairs. Vendor & Contract Management
Coordinate the solicitation and evaluation of quotes, proposals, and bids for facility-related goods and services in accordance with organizational purchasing requirements.
Manage relationships with contractors, vendors, consultants, and service providers.
Monitor contractor performance and verify that services are completed according to established specifications.
Review facility-related contracts, invoices, and supporting documentation for accuracy prior to approval.
Ensure vendors and contractors maintain required licenses, insurance, permits, and other documentation. Budget & Asset Management
Assist in developing and managing annual facilities, maintenance, and capital improvement budgets.
Monitor expenditures and identify opportunities for cost savings and operational efficiencies.
Develop recommendations regarding major repairs, replacements, renovations, and capital investments.
Maintain appropriate inventory and asset records for facilities-related equipment and property.
Collaborate with Finance and executive leadership on capital planning and long- term facility needs.
Promote responsible stewardship of nonprofit and public resources. Safety, Compliance & Risk Management
Ensure facilities comply with applicable federal, state, and local building, fire, health, accessibility, environmental, and safety requirements.
Coordinate required facility inspections, permits, certifications, and corrective actions.
Support compliance with applicable requirements of the Texas Education Agency, local authorities, fire departments, health departments, and other regulatory entities.
Collaborate with organizational leadership on emergency preparedness, facility security, and risk-management initiatives.
Identify potential facility-related safety hazards and ensure appropriate corrective action is taken.
Maintain documentation necessary to demonstrate facility and regulatory compliance. Leadership & Collaboration
Supervise, develop, and evaluate assigned facilities and maintenance personnel.
Establish clear expectations, priorities, and performance standards for assigned staff.
Serve as the primary facilities resource for school principals, program directors, and organizational leadership.
Collaborate with departments and campuses to prioritize facility requests based on safety, operational impact, urgency, available resources, and budget.
Provide regular updates to executive leadership regarding facility conditions, projects, budgets, risks, and significant operational concerns.
Participate in organizational planning and leadership meetings as assigned.
Perform other duties as assigned to support the mission and operations of Tejano Center. SKILLS, KNOWLEDGE, AND ABILITIES
Knowledge of facilities management, building maintenance, construction, and property operations.
Knowledge of project management principles, budgeting, procurement, and contract administration.
