Director of Program Administration & Compliance

The YMCA of Greater Boston's Director of Program Administration & Compliance ensures that Adult Education & Workforce Development programs operate efficiently, meet all compliance and contractual requirements, and achieve measurable outcomes. This role oversees compliance, data systems, reporting, billing coordination, and contract management, ensuring alignment with organizational policies and systems in partnership with Association Offices and Social Responsibility Business Director. The Director oversees a $3.3M portfolio in revenue that includes over 20 active grants and contracts across foundation, city, state, federal, and other public and private funding sources. Responsibilities include aligning staffing with funding sources, monitoring portfolio health, supporting sustainability and growth, and closely collaborating with the Director of Business Operations (Social Responsibility) and Grants & Contracts Manager (Association Finance) to ensure strong financial management, responsible grant oversight, compliance with regulations, and organizational accountability.

Key Responsibilities

Compliance & Risk Management

  • Ensure compliance with federal, state, municipal, and contractual requirements.
  • Maintain compliance frameworks, policies, and controls.
  • Conduct internal audits, file reviews, and risk assessments.

Billing & Financial Coordination

  • Manage billing workflows tied to grants, contracts, and reimbursement models.
  • Ensure accurate documentation and audit readiness.

Data Systems Administration

  • Maintain internal and external data systems and software platforms, including Apricot, Salesforce.
  • Ensure high-quality data integrity across programs.

Reporting & Impact Measurement

  • Prepare reports for funders, partners, and internal leadership.
  • Work closely with SR Data & Project Manager to ensure correct data entry, reporting, and methodology for data dashboards, reporting, and impact measurement.
  • Assist in data and deliverables that track enrollment, outcomes, compliance, and impact metrics.
  • Use data to drive program performance improvement.

Contract Management

  • Monitor and track deliverables, performance metrics, and reporting timelines.
  • Support grant-writing and renewals with data and program insights.

Operations

  • Improve cross-program workflows, communications, and systems.
  • Develop and update SOPs and operational documentation.
  • Support staff training, supervision, and onboarding in operational areas.

Skills, Knowledge & Expertise

Qualifications
  • Bachelor's degree preferred.
  • Experience in operations, grants or contracts, compliance, and/or program administration.
  • Strong understanding of grant compliance and workforce documentation requirements for public contracts
  • High attention to detail and ability to implement systems and standard operating procedures
