Brief Job Description:
This position is hybrid, two in-office days per week in Austin. Applicants from outside Texas must be willing to relocate within 30 days of hire.
Director II performs work for the Provider Finance Department under the supervision of the Director of Data Integration & Support Services. This position is responsible for overseeing administrative operations and support services for the Provider Finance Department, including management of the Staff Support Officers (SSO) and a team of project managers who provide coordination and support for departmental priorities and initiatives. The primary focus of this position is ensuring effective administration of department operations, implementation of agency policies and procedures, workforce support, executive coordination, and operational consistency across the department.
Performs advanced managerial work providing leadership, direction, and guidance in administrative operations, business management, and organizational planning. Work involves developing and implementing policies, procedures, and operational standards; coordinating administrative activities; ensuring compliance with agency requirements; monitoring departmental performance; and supporting executive decision-making. Supervises the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Leadership & Strategic Management (35%) - Provides leadership, direction, and oversight for administrative operations and support services staff, including the manager responsible for Staff Support Officers and a team of project managers. Ensures administrative services, workforce support functions, and departmental coordination activities are delivered effectively and consistently. Plans, organizes, directs, and evaluates team performance to ensure alignment with agency and department priorities and operational objectives. Facilitates regular staff meetings and coaching sessions to support communication, accountability, employee engagement, and professional development. Responsible for hiring, work assignments, performance management, disciplinary actions, leave approvals, and timekeeping approvals in accordance with HHSC policies and procedures. Oversees the allocation of administrative and project management resources to ensure departmental priorities, deliverables, timelines, scope, and budget expectations are effectively managed and aligned with organizational objectives.
Program Operations, Policy & Performance Management (20%) - Develops, implements, and monitors departmental administrative policies, procedures, and operational practices to support effective business operations. Oversees implementation of agency and divisional policies and ensures compliance with regulatory, legislative, and organizational requirements. Monitors operational performance, identifies opportunities for process improvement, and recommends solutions to improve efficiency, consistency, and customer service. Coordinates administrative activities across the department and ensures resources are effectively utilized to support organizational goals.
Monitors operational and financial performance of assigned functions to ensure resources are utilized efficiently and department objectives are achieved within approved budgets. Establishes controls and reporting mechanisms to track deliverables, workload, expenditures, and operational performance, and takes corrective action as needed to address risks, delays, or resource constraints.
Executive Coordination & Stakeholder Engagement (30%) - Provides oversight of departmental coordination activities, administrative operations, and project management functions through the review and analysis of reports, performance measures, budgets, resource utilization, and operational data used to support management decision-making. Ensures assigned projects and operational initiatives are delivered within approved scope, schedule, and budget parameters while supporting departmental priorities and agency objectives. Collaborates with executive leadership, program areas, support staff, subject matter experts, contractors, and other stakeholders to facilitate communication, coordinate activities, and support successful implementation of department initiatives and operational improvements. Provides executive-level oversight to project managers to ensure consistent project governance, effective risk management, timely delivery of commitments, and appropriate stewardship of agency resources.

Preferred Certification in Project Management Professional (PMP), Lean Six Sigma, Certified Scrum Master (CSM), or other relevant professional certification.
Initial Screening Criteria:
Graduation from an accredited four-year college or university with a bachelors degree in Business Administration, Public Administration, Management, Project Management, Organizational Leadership, Finance, Communications, Information Systems, or a related field required. Relevant work experience may be substituted for education on a year-for-year basis.
Experience supervising managers, team leads, or other supervisory staff minimum of one year.
Experience overseeing administrative operations, business support services, organizational initiatives, or project management functions involving multiple stakeholders and business units.
Preferred minimum of three (3) years of progressively responsible management experience overseeing professional staff, programs, projects, or operational functions.
Preferred experience developing and implementing operational policies, procedures, performance measures, and process improvement initiatives.
Preferred experience preparing and presenting reports, recommendations, and briefings to leadership.
Preferred experience managing competing priorities, allocating resources, and making operational decisions in a complex organizational environment.
Preferred Qualifications
Experience within Texas Health and Human Services, another state agency, or a large public-sector organization.
Experience supervising project managers while overseeing administrative operations, business support services, workforce administration, or executive support functions.
Experience overseeing administrative operations, business operations, or support services functions.
Experience with strategic planning, organizational change management, and performance management.
Masters degree in Business Administration, Public Administration, Management, Organizational Leadership, or a related field.
