Director, Proposal Management

The Director of Proposal Management is responsible for leading Crisis24s proposal function and partnering with Sales, Operations, Security, Legal, Finance, Product, Customer Support, and Executive Leadership. This role oversees the development of compelling, compliant, and customer-focused responses for Federal; State and Local Government (SLG); and Commercial pursuits, including RFIs, RFPs, RFQs, and other strategic growth opportunities.

The Director provides leadership throughout the opportunity lifecycle, helping shape pursuit strategies, support bid/no-bid decisions, improve operational alignment, and drive efficiencies that contribute to revenue growth and customer acquisition. This position works closely with senior leadership to ensure proposal development activities align with Crisis24s strategic objectives, operational capabilities, and growth priorities.

What You Will Work On:

Strategic Pursuit Leadership

• Lead proposal development efforts across Federal, SLG, and Commercial market segments.
• Partner with sales, business development, and operational leaders to assess opportunities and develop winning pursuit strategies.
• Participate in bid/no-bid evaluations and opportunity qualification discussions to align resources with strategic growth priorities.
• Guide proposal teams on customer requirements, competitive positioning, risk mitigation, and value proposition development.
• Support capture planning activities and executive reviews for high-value and strategic opportunities.
• Drive initiatives that improve proposal quality, effectiveness, and overall win rates.

Operational Leadership & Business Alignment

• Collaborate with cross-functional leadership to improve business processes, operational efficiency, and scalability.
• Contribute to enterprise initiatives that align commercial objectives with operational delivery capabilities.
• Develop and maintain metrics, reporting, and dashboards to measure proposal performance, resource utilization, and business outcomes.
• Identify opportunities for process improvements and automation that enhance collaboration and productivity across the organization.
• Act as a liaison between commercial and operational teams to ensure customer commitments align with internal capabilities.

Proposal Operations & Knowledge Management

• Continuous improvement for proposal management, content development, and response processes.
• Oversee the strategic management of the proposal content platform (Responsive) to ensure content accuracy, consistency, and accessibility.
• Continuous improvement of reusable content, playbooks, templates, and process documentation that support organizational growth and efficiency.
• Ensure responses accurately reflect Crisis24s services, capabilities, security posture, compliance certifications, and market differentiators.

Proposal Team Management

• Manage, coach, and develop proposal development professionals, the content manager, and the compliance support specialist, fostering accountability, collaboration, and continuous improvement.
• Set clear performance expectations and manage all aspects of the employee lifecycle: hiring, development, and performance management.
• Manage proposal resource planning and workload prioritization to deliver high-quality, timely responses that support business objectives.

What You Will Bring

• Bachelors degree in business, communications, marketing, English, public administration, or a related field, or an equivalent combination of education and relevant experience; advanced degree preferred.
• 7+ years of progressive experience in proposal management or development, including at least 3 years managing proposal professionals and leading complex, cross-functional pursuits.
• Demonstrated success leading complex Federal, SLG, and Commercial pursuits, including enterprise and multi-million-dollar opportunities.
• Strong understanding of federal procurement processes, public-sector contracting requirements, and commercial sales cycles.
• Proven ability to influence executive stakeholders and lead cross-functional initiatives.
• Experience managing proposal teams while driving operational improvements and organizational change.
• Expertise in Responsive and other proposal management tools.
• Exceptional written, verbal, presentation, and executive communication skills.
• APMP Certification and/or Shipley Certification preferred.
