    Compensation Details:  Starting Pay - $132,900; Commensurate with education and experience

    Work Hours: Monday - Friday 8:00am - 5:00pm

    Remote Eligible: This position is not eligible for remote work

    Special Instructions to Applicant: This position is located at the Offsite District Multipurpose Center (ODMC), 5450 N. Riverside Dr., Fort Worth, TX 76137.

    Job Summary:

    This role is responsible for providing effective leadership and life cycle facilities engineering expertise for all TCC infrastructure as related to mechanical, electrical, plumbing, drainage, gases, HVAC, vertical transportation, lighting, building automation systems, emergency and normal power systems, waste handling, specialized training support, and associated systems of Tarrant County College District (TCCD) Facilities. This leadership position is responsible for ensuring the Engineering Division is aligned with TCC’s strategic objectives, jurisdictional requirements, regulatory compliance, and Real Estate & Facilities department priorities while providing leadership, direction, accountability, and support for engineering services for the college. This position will also serve as a subject matter expert.

    Primary Duties and Responsibilities:

    Essential Performance Requirements*
    Oversees all efforts to maintain professional relationships with Authorities Having Jurisdiction (AHJ)
    Sets division framework and expectations for the technical review and development of infrastructure requirements, engineering criteria, design specifications, and project scopes to ensure adherence with TCC design standards and strategic goals
    Directs all engineering expertise coordination efforts to support the ongoing development of the TCC design standards and strategic goals
    Oversees and ensures the provision of reports for effective and timely evaluation, assignment, completion, and closeout of preventive maintenance work orders; monitors feedback to ensure end-user satisfaction and service improvements
    Develops the framework for review and analysis of inspection reports for potential efficiency improvements in the operation and maintenance of facilities; ensures the development and implementation of cost-saving opportunities
    Responsible for overseeing the procurement, negotiation, implementation, and performance evaluation of engineering consultants, technical service providers, and specialty infrastructure service contracts
    Ensures effective surveillance of facility service contracts for applicable systems, while working closely with TCC procurement for cost and compliance efficiency
    Oversees and delegates responsibilities to monitor, document, and report the status of delivery systems and vendor performance
    Accountable for college-wide compliance with all Federal, State, Local Laws, Ordinances, and Codes relating to the operation and safety of facilities; ensures mandated inspections and repairs of systems are completed as required
    Under the direction of the Executive Director of Real Estate and Facilities, develops, administers, and monitors budgets for the renewal, replacement and expansion of building systems and facilities infrastructure; manages annual budget as assigned for timely execution of work and ensures effective coordination for the planning and preparation of engineering projects and budgets

    General Supervision and Management
    Provides engineering leadership, technical review, standards oversight, and operational guidance for facilities operations, infrastructure renewal, capital improvement initiatives, and planning efforts; collaborates with Facilities Operations and Capital Improvements to support the reliable, efficient, and sustainable performance of facility assets.
    Focuses on achieving departmental and organizational objectives through effective management of people, programs, and operations
    Oversees, directs, and audits ongoing personnel training and assessment program for Operation and Maintenance personnel to ensure infrastructure systems are maintained in a safe, reliable, and efficient manner
    Responsible for evaluating staff to determine skill levels and type of training needed to improve capabilities and productivity
    Oversees and recommends staffing levels to improve engineering services within approved operating budget
    Leads through supervisors and professional staff by establishing priorities, supporting accountability, and developing team performance

    Service Excellence
    Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
    Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
    Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
    Supports the mission, values, goals, and principles of the College

    Supervision
    Works under the supervision of the assigned department leader

    Required Minimum Qualifications:

    Bachelor’s degree
    Eight (8) years’ progressively responsible experience related to the Essential Performance Requirements, including experience in the management of multiple buildings, locations, or campus sites, involving planning, design, construction, operations, or maintenance
    Three (3) years of experience supervising direct reports, including assigning work, managing performance, coaching employees, and supporting employee development
    Valid Texas Driver License with an acceptable driving record and reliable transportation; ability to successfully complete TCC authorized driver requirements within the first 90 days of employment

    Preferred Qualifications:

    Bachelor’s or Master’s degree in Mechanical Engineering, Electrical Engineering, or a closely related engineering discipline
    Certified Facility Manager (CFM), Facility Management Professional (FMP), or similar credential
    At least one (1) years’ experience with Supervisory Control and Data Acquisition (SCADA) systems
    At least one (1) years’ experience with higher education, healthcare, municipal, or large institutional environments

    Knowledge, Skills and Abilities:

    Knowledge of human resources practices and processes related to personnel management
    Knowledge of Federal, State, and Local laws, ordinance, and codes relating to the operation and safety of facilities
    Skilled in developing and implementing operational and strategic plans
    Skilled in organization, time management, and managing multiple priorities and deadlines
    Skilled in using Smart Applications for Facilities (Smart Building Applications) or similar facilities management systems
    Skilled in using building automation, facilities management, design, mapping, and project management systems, including CMMS (TMA), AutoCAD, ESRI ArcInfo, Microsoft Project, Datatel Colleague, and Visio
    Skilled in delivering high-quality customer service and building effective interpersonal relationships, including strong listening, verbal, and written communication skills
    Skilled in using computer applications and enterprise systems, including the Microsoft Office suite and the Microsoft 365 platform
    Ability to perform and prioritize multiple tasks seamlessly ensuring accurate and timely completion, while exhibiting strong attention to detail and organization
    Ability to work effectively both independently and as part of a team in collaborative environments, engaging with faculty, staff, and external stakeholders
    Ability to evaluate complex information and apply policies, procedures, regulations, and guidelines to inform decisions and organizational direction
    Ability to lead and coordinate complex work across functional areas and communicate effectively with faculty, staff, and leadership to support organizational priorities and operations
    Ability to maintain a high level of diplomacy and tact, ensuring confidentiality and discretion with sensitive and confidential information
