Purpose/Description

The DPS Department Manager 3 of the Structures Section in the Roads Maintenance Division is responsible for maintenance and repairs of approximately 1000 combined State and County bridges and culverts as well as 150 impact attenuators, nearly 150 Pump stations, 3 movable Bridges, several hundred miles of barrier wall and glare screen, Airport Pump Stations, and Pier and Grade separation lighting. Oversight of day-to-day operations of the Structure Section including Contract Bridge Operators, DPS Department Manager 1, DPS Supervisors 1 and 2, Electrician Supervisors 1 and 1, Bridge Mechanics, Bridge Workers, PSMWs and others.

Required Knowledge

• Understanding of Federal, State and local regulation compliance
• Must have a thorough understanding of movable bridges, also knowledge of sub- and super- structure of a bridge.
• Must have a thorough understanding of the operation of Pump Houses.
• Must understand different attenuators - how to repair and maintain them.
• Must have knowledge of torching and welding.
• Must know how to operate all equipment and how to plan jobs.

Required Tasks

• Supervise employees and manage the Structures Section of the Roads Maintenance Division in the repairs, maintenance, and installation of structures over land and water, draw bridges, State System structures, Airport Authority pump houses, and pump houses on county and state systems.
• Plan and schedule work on bridges, pump houses, attenuators etc. Assign crew and equipment to job sites. Enter daily crew assignments and city work updates.
• Review and inspect structure maintenance activities - conduct on-site visits of crews as they perform duties, provide on the spot training and analysis when needed (trouble shooting, problem solving, etc.).
• Perform visual inspection of structures (State, county, attenuators, pump houses, etc.). Investigate citizen and other complaints. Enforce and ensure compliance with Federal, State, and local safety regulations
• Review time and equipment reports related to Structures. Perform leave records checks. Review, evaluate, counsel and discipline employees as warranted, resolve issues, and mediate as needed.
• Meet with vendors to review and assess materials, services and supplies needed to continue functioning at a high level. Secure Purchase Orders for Structures section materials, services and supplies such as concrete, attenuator parts, steel, and small tools, etc.
• Oversee materials and supplies and the repair and maintenance of all equipment related to Structures section interests. Coordinate with Division Directors, Managers, Municipalities and others to plan work. Work with Bridge Operator Contractors - a 7-day 24 -hr. operation.
• Manage Multimillion-dollar contracts for bridge supplies and vendors.
• Perform other duties including:
• Train, evaluate employees and perform discipline. Schedule training - CPR, Equipment Safety, Confined Space, lockout/tagout/ crane, platform aerial truck.
• Attend meetings (State, County, municipal, townships) Request for Action Assignments, MDOT, Conferences and training seminars. Chair daily staff meetings to discuss previous day's work/upcoming assignments.
• Maintain 24 hrs. On-call status (unless notification is given to superior).
• Other related duties and tasks as assigned.

Educational Requirements

• High school graduate or GED equivalent
• Journeyman Electrician Required
• Preferred Master Electrician

Experience Requirements

• Minimum five years (5) of experience operating in a management capacity in the Bridges/Structures Operations AND
• Able to obtain and maintain Airport Badge Credentials and
• Completion of "Supervisor Training" Or completion within six months and
• Valid State of Michigan Driver's license with a safe and acceptable driving record (no more than 7 points),
• Must have a CDL A, with an N -endorsement within six months of hire date.
• Candidate should have some training specifically related to supervision, such as: Strategies for Effective Supervision, The Legal Side of Supervision, Wayne County Policy and Procedures for the Prevention of Sexual Harassment, and Policy and Procedures for the Prevention of Discrimination and Harassment.
