Benefits and Summary

The purpose of this position is to perform responsible skilled work operating solid waste and/or recycling collections vehicles or equipment on assigned routes. This class works under close to general supervision according to set procedures but determines how or when to complete tasks.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Operates vehicle in accordance with Waste Management Safety and Life Critical Rules, OSHA (Occupational and Safety Health Act) and DOT (Department of Transportation) requirements as well as all local, state and federal laws. • Drives a solid waste and/or recycling collection vehicle on designated routes throughout City streets. • Collects solid wastes and/or recycling materials at various locations, including bags and garbage cans. • Positions and returns containers on the customer's property in a manner that ensures lids are properly replaced. • Closes enclosure doors and secures gates, ensures containers do not block driveway entrances or traffic. • Delivers solid waste to the landfill/incinerator for disposal. • Delivers recyclables to the appropriate facility for processing. • Disposes materials in the incinerator/landfill, or Transfer Stations, as directed. • Picks up and disposes of dead animals as needed. • Operates a variety of light and heavy equipment. • Drives a Front-End Loader truck, flatbed trash truck, Roll Off Truck, Automated Side loader Truck, Rear load Truck, Container Delivery in conjunction with a boom truck as needed. • Maintains cleanliness of the City's equipment and facilities. • Maintains the City's recycling drop-off center as directed. • Delivers various sizes and types of containers to residents and businesses, as directed. • Assists with the repair and replacement of various types and sizes of containers as directed. • Performs pre and post trip inspections of assigned vehicle(s) and documents checks utilizing the standard DVIR (Driver Vehicle Inspection Report), ensuring that equipment is properly equipped, serviced, and cleaned. • Participates in the preparation and clean-up for various special events. • Conducts and/or supervises inspections of operations and vehicles to identify unsafe conditions or unsafe work practices which could result in accidents, injuries, and financial liability to the City; meets with appropriate personnel to discuss potential problems and methods to reduce accidents and injuries. • Performs minor maintenance on vehicle such as oil, fuel, hydraulic fluid, and water levels check. • Transports employees, materials, tools, and/or equipment. • Follows route assignments as directed. • Accurately completes daily route logs, sheets, or other routing data on a daily basis. • Inventories dumpsters, delivers dumpsters, and obtains signed release forms upon delivery. • Performs all duties as scheduled by Route Manager or Dispatch and assisting other drivers as directed to meet customer needs.

Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

• High School Graduation or GED equivalent. • Three (3) years of operating heavy equipment, related to solid waste/recycling disposal truck with hand and foot controls, to include prior experience operating a Front-End Loader truck, flatbed trash truck, Roll Off Truck, Automated Side loader Truck, Rear load Truck, Container Delivery in conjunction with a boom truck, or an equivalent combination of education, training and experience. • Must possess and maintain a valid state CDL Class B with an acceptable driving history.

Knowledge, Skills and Abilities, Work Environment and Work Hours

KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge of City streets, types of solid wastes and recyclables to pick-up. • Ability to read maps, and communicate in the English language, both verbally, and in writing. • Skill in completing routes in a productive, and cost-efficient manner. • Ability to operate a solid waste/recycling disposal truck with hand and foot controls and perform heavy manual labor in the collection of solid waste/recycling materials including walking, lifting, and emptying containers into collection vehicles weighing up to 50lbs. • Will be exposed to a physical environment, which involves dirt, odors, noise, weather extremes or similar elements most of the workday. • Ability to work in adverse weather conditions. • Normal setting for this job is outdoors and/or driving a video/GPS monitored vehicle.

PHYSICAL DEMANDS:

• Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. • Performs medium work that involves walking, standing, stooping, jumping, climbing, stretching, or lifting all of the time and also involves exerting between 30 and 50 pounds of force on a regular and recurring basis or exceptional skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy.

Work Hours

Monday - Friday 4:00am - 12:30pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)

HOLIDAY LEAVE

• Twelve (12) days shall be the days observed by all City employees as holidays and the one (1) personal leave day shall be taken at the employee's discretion with permission of the Department Director or their designee (once each calendar year).

VACATION LEAVE

• Employees start to accrue vacation leave effective at the start of the first full month of employment based on the following schedule: • Service Time: Leave Accumulated Annually Hours • Maximum Accrual Hours: 96 hours per year (0 - 48 months) • 112 hours per year (49 - 108 months) • 136 hours per year (109 - 168 months) • 176 hours per year (169 months and over)

SICK LEAVE

• Employees start to accrue sick leave effective at the start of the first full month of employment. Employees sick days shall be credited at the rate of eight (8) hours or one (1) working day for each month of completed service.

RETIREMENT PLAN

• The City provides a defined contribution plan under Section 401(a) of the U.S. Internal Revenue Code. The City contributes eight percent (8%) of your salary as an employee, and you as an employee contribute four percent (4%) of your salary. The City has a 5-year Vesting Schedule. Vesting refers to your ownership of the money in your account. Based on your period of service completed you are gradually vested in your employer contributions: 20% in 1 year, 40% in 2 years, 60% in 3 years, 80% in 4 years and 100% upon the completion of 5 years of service.

EDUCATIONAL REIMBURSEMENT PROGRAM

• Full-time employees are eligible to receive educational reimbursement for undergraduate and graduate coursework according to the following criteria and schedule of benefits. Employees who have completed their one (1) year of employment are eligible to participate in the Educational Reimbursement Program. With approval of the course(s) and subject to availability of funds, employees may be eligible for reimbursement (other than Masters Degree program courses) of 100% for a grade of A, 90% for a grade of B, and 75% for a grade of C. The City will provide reimbursement up to a maximum of $5,250.00 per tax (calendar) year based on current federal taxation requirements and limits, or as may be modified in future years.

ANNUAL EVALUATIONS

• An annual evaluation will be given on the anniversary date of employment. Annual evaluations are eligible for merit increases to commensurate with the City's pay for performance policy of up to 3%.
