Job Title: Energy Specialist (PS5)

Location: Parks HQ in Lacey, WA.

Travel: This position will require extensive travel between parks including overnight, throughout the State Park system.

Position Status: This is a project position expected to last until 06/30/2027, with the potential for further extension.

Washington State Parks is seeking an experienced and motivated Statewide Energy Specialist (PS5) to serve as the agencys lead for advancing statewide building and facility energy conservation strategies and related greenhouse gas emission reduction measures. This position serves as the principal consultant to field and program staff in the documentation, planning and evaluation of building and facility energy systems. You will provide statewide technical direction, ensure regulatory compliance, and help safeguard public health while supporting Washington State Parks mission to provide exceptional recreational and conservation experiences.

This position offers hybrid telework flexibility, though frequent on-site attendance is required to meet business needs. The default assigned work location of all Parks positions both on-site and telework eligible positions is within the State of Washington. Frequency of onsite work will vary based on business and operational needs.

This role offers a unique opportunity to apply advanced technical expertise in support of environmental stewardship, and outdoor recreation statewide. Youll work across diverse landscapes and systems, collaborate with dedicated professionals, and play critical role in advancing sustainable operation of Washingtons state parks and the visitors who enjoy them now and for generations to come.

Duties

This position coordinates statewide building energy efficiency activities to reduce greenhouse gas emissions and optimize operational costs over time.

Some of the job duties include:

  • Develop and implement agency-wide standards, and best practices related to building energy efficiency program.
  • Oversight and implementation of building energy system replacement projects, including scoping, budgeting, competitive public works procurement, contract supervision and related project management functions.
  • Organizing and conducting statewide inventory and condition assessment of building energy systems, including energy distribution networks (electrical systems), end-use equipment (HVAC units, furnaces, boilers, lighting systems and appliances) and related control and automation systems.
  • Development and maintenance of a statewide Building Energy System database to document existing conditions that are compatible with agency GIS and Procore standards.
  • Identifying inefficient and/or high consumption building energy systems to support planning and evaluation of clean energy solutions to reduce greenhouse gas emissions.
  • Development of systems for documenting HVAC refrigerant types and conditions to support hydrofluorocarbon inventory and anticipated regulatory reporting.
  • Participate in project scoping, prioritization, and planning for system upgrades and replacements.
  • Provide technical analysis of existing and proposed building and facility energy systems.
  • Support agency compliance with the Clean Building Performance Standard Act.

Schedule: Monday through Friday with core work hours typically 8 a.m. to 4:30 p.m. Incumbent may be expected to adjust the work scheduled to meet business needs. A hybrid/flexible work schedule will be considered at the incumbents request, subject to supervisory approval.

Work Setting: This position works both within indoor settings requiring stationary use of a workstation and outdoors conducting site visits within park environments requiring access to utility spaces and can be exposed to full sun, rain, wind and varied temperatures. Field work is performed in all types of terrain and may require sitting, standing, and walking for long periods of time.

Travel: This position will require frequent (50+%) travel between parks, throughout the State Park system including overnight travel. Travel will be necessary in all types of weather conditions and climates.

Qualifications

REQUIRED QUALIFICATIONS:

  • Professional experience in energy systems management, resource conservation, sustainable design or project management.

  • Demonstrated ability to analyze complex technical information and synthesize findings for decision making.

  • Demonstrated knowledge of clean energy and climate mitigation strategies and best practices.

AND

  • A valid unrestricted (other than corrective lenses) drivers license.

Regulatory Compliance & Risk Management - ensures full compliance with local, state, and federal regulations (CCA, EPA, and local energy jurisdictions). Proactively identifies compliance risks, prepares for inspections, manages corrective actions, and maintains accurate documentation of sustainability efforts and minimize regulatory and operational risk.

Training, Communication & Workforce Development - develops and delivers training on system operations, maintenance, and compliance. Communicates clearly with field staff, leadership, regulators, and contractors.

Analytical Thinking and Problem Solving- applies logical and innovative approaches to design challenges and construction issues; conducts field investigations and adjusts designs or approaches as needed.

Take action to learn and grow- considering and incorporating new information and different perspectives.

Ability to take action to meet the needs of others- collaborating with others to overcome challenges and find solutions.

DESIRED QUALIFICATIONS:

  • Bachelors degree in resource conservation management, building science, sustainability, engineering, environmental science, project management or related field.

  • Four (4) OR MORE years of experience related to resource conservation management, project management, energy systems management, sustainability, climate mitigation or related fields.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
