The City of De Pere is seeking two Engineer Technicians. The Engineer Technician performs engineering work associated with drafting, surveying, design, construction inspection, and maintenance of public works projects and other activities.

The City of De Pere may hire at either the Engineer Technician or Senior Engineer Technician level, depending on experience and qualifications.

2027 Wage: Depending on qualifications, plus an excellent benefits package.

Engineer Technician $32.86 - $39.43 per hour

Senior Engineer Technician $36.31 - $43.58 per hour

The City of De Pere rewards employees for exceptional work performance with a pay for performance incentive program. Employees may be awarded a salary increase, bonus, or paid time off for exceptional work performance. Employees will be automatically enrolled in the Wisconsin Retirement System (WRS), a pension plan to help provide for financial security during retirement, which consists of employer and employee contributions.

Typical Work Schedule: The normal work schedule is Monday - Thursday, 6:30 a.m. - 4:00 p.m. and Friday 6:30 a.m. - 10:30 a.m. plus additional hours as required to complete assignments. Technicians are required to work additional hours during the construction season. This varies depending on contractor schedules but weekly averages of 45 to 50 plus hours do occur. Technicians receive overtime pay over 40 hours per week. Essential Functions

The following duties are essential for this position. However, they are not to be construed as exclusive or all-inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

• Conduct field investigations and surveys. Assist in establishing preliminary and design surveys to ensure project control and performance.
• Inspect construction projects to ensure conformance with plans and specifications and advise appropriate personnel of variance needing correction.
• Assist contractors, public corporations, and private individuals in locating municipally-owned facilities.
• Draft preliminary and final construction drawings. Prepare exhibits for presentation. Prepare record drawings.
• Document the contracting and repair and inspection of all sanitary sewer, storm sewer, and water lateral repairs in the public right of way or City of De Pere easements.
• Gather information and data by field and office research.
• Assist in the preparation of construction plans and bidding documents and prepare quantity and cost estimates.
• Assist in maintaining records for Engineering Department activities.
• Assist in the preparation of technical and general reports.
• Operate surveying and office equipment.
• Review and analyze Closed-Circuit Televising (CCTV) studies and reports for determining sanitary and storm sewer projects and contracts.
• Perform other duties as assigned.

In addition to the essential functions listed above, the Senior Engineer Technician performs the following essential functions:

• Serve as crew chief.
• Provide information to contractors and citizens requesting information regarding any improvement or assessment.
• Assist in the basic design of sanitary sewers, storm sewers, water mains, streets, parking lots, and other public works projects.
• Coordinate new utility information for inclusion in the City of De Pere Geographic Information System (GIS).
• Review and approve permits to install utilities in the City rights of ways.
• Assist in supervision and training of seasonal engineering aides.

Knowledge, Skills and Abilities

Knowledge of:

• Principles and practices of public works construction.
• Civil engineering principles and practices related to public works projects.
• Erosion control best management practices.
• Principles and practices of site and construction surveying.
• Operation of various surveying instruments.
• Standard office practices and procedures including business English, business document format, spelling, grammar, punctuation, vocabulary, filing and math.
• Computer software including word processing, spreadsheet, database applications, accounting and specialized software consistent for this position.
• City and Department functions to effectively screen inquiries and process related documents.

Skill in:

• Operation of office equipment to effectively perform the duties and responsibilities of the position.
• Self-starting and being motivated with the ability to work independently.
• Being trustworthy and honest; taking accountability when appropriate.
• Writing and editing correspondence.

• Prioritize duties to accomplish a high volume of quality work product, meet deadlines, and improve overall department/office efficiency.

• Observe, follow instructions, and complete assignments accurately and within deadlines.
• Communicate effectively both orally and in writing with business representatives, elected officials, department heads, the public, and other City employees with courtesy and tact.
• Develop and maintain effective working relationships with staff and the public.
• Maintain confidentiality and discretion regarding information read or heard.
• Handle interruptions; combine routine workload with special assignments.
• Utilize a computer and required software.
• Work the required hours of the position and respond after hours as needed.

Minimum Requirements & Physical Requirements

Minimum Education: Associate's degree from an accredited college or university in Civil Technology or related field.

Minimum Experience: Practical work experience as an intern or permanent employment as a Civil Engineering Technician. Practical work experience in construction operations and inspection. Senior Engineer Technicians will have four or more years of experience as a Civil Engineering Technician. Experience with GiS and CAD systems desirable.

A combination of education and experience may be considered.

Other Requirements: Valid unencumbered Wisconsin driver's license and safe driving record.
