The Engineering Department currently has two vacancies and is seeking qualified candidates to fill one (1) position in Traffic Operations and one (1) position in Traffic Land Development.
Under direction of the City Engineer, plans, organizes, and supervises professional and technical operations of either the Land Development, Capital Improvement Projects (CIP), or Traffic Engineering (Operation and Development) section of the Engineering Department.
Traffic Operations Position Snapshot/A Day in the Life: The Engineering Manager for the Traffic Division will be within the Public Works & Engineering Department and will oversee all traffic-related operation and maintenance related activities within the City and/or with neighboring cities. On a typical day, the successful candidate will supervise division staff and corresponding tasks, review and approve technical reports or plans related to Traffic activities, participate in traffic planning, operation, maintenance of the City's traffic signal system, and design of traffic signs and pavement markings, as well as respond to traffic requests and concerns. The successful candidate will attend internal and general public meetings as requested. The successful candidate will also be involved in developing, coordinating, and monitoring the division's budget and providing periodic budgetary information. Additionally, this position will manage multiple consultants assisting with project reviews, including overseeing contracts and ensuring invoices are reviewed and approved in a timely manner. This position will report directly to the Public Works Director/City Engineer, communicate potential issues, and provide recommendations.
Traffic Land Development Position Snapshot/A Day in the Life: The Engineering Manager will be a part of the Public Works & Engineering Department and will oversee all traffic-related issues associated with private development projects in support of the Planning Department and Land Development Division. A typical day may include reviewing submitted site plans, providing conditions of approval, and reviewing traffic studies, VMT analyses, VMT scoping documents, traffic control plans, and related materials.

WORKING CONDITIONS: While performing the duties of this job, the employee is regularly required to sit, stand, walk, reach, turn, kneel, bend, squat; both in the office and field work activities. This position also requires grasping, repetitive hand movement and fine coordination in preparing reports and other data, using a computer keyboard. Additionally, the position requires near and far vision in reading correspondence and using the computer. Acute hearing is required when providing telephone and personal service to customers and consultants. The nature of the job requires the incumbent to drive motorized vehicles, exposure to outside temperatures and often work with numerous to constant interruptions; the incumbent is also regularly required to use written and oral communication skills; read and interpret complex data, information and documents; analyze and solve complex problems; use math/mathematical reasoning; perform high detailed work under changing, intensive deadlines, on multiple concurrent tasks; interact with City management, staff, representatives of other public agencies, the public and others encountered in the course of work.

EXPERIENCE:
Land Development/CIP - A minimum of five (5) years of increasingly responsible professional engineering experience, including two (2) years of lead supervisory and project management responsibility.
Traffic (Operation and Development) Division - A minimum of five (5) years of extensive experience in traffic engineering including reviewing traffic related technical documents and plans, analyzing and strategizing solutions to transportation and engineering problems, and two (2) years of lead supervisory and project management responsibility. Extensive traffic engineering experience involving the review of traffic studies, developing VMT mitigation measures, and reviewing development projects related to LOS, VMT, traffic striping, detours, and traffic control and/or signal plans may be substituted for the two years of supervisory experience.
EDUCATION:
Bachelor's Degree from an accredited college or university with major coursework in Engineering or related field.
LICENSES AND/OR CERTIFICATIONS:
Land Development/CIP - Possession of, and continuously throughout employment, a valid California Class "C" Driver's License. Possession of a valid California Professional Civil Engineer (PE) license.
Traffic (Operation and Development) Division - Possession of, and continuously throughout employment, a valid California Class "C" Driver's License. Possession of a valid California Traffic Engineer (TE) license and/or a California Professional Civil Engineer (PE) license, as appropriate for the position.
Supplemental Information
Successful candidates will be required to complete an annual Statement of Economic Interest Form (700 Form) and bi-annual ethics training pursuant to AB 1234.
