The Enterprise Applications & Portfolio Manager provides strategic and operational leadership for a portfolio of enterprise applications that support critical City services and business operations. This role oversees three technology portfolios (ServiceNow, Tyler Enterprise Permitting & Licensing, and Trimble Unity) that provide solutions for IT Service Management, HR, project and portfolio, permitting and licensing, and construction and asset management (among others) through a team of three IT Supervisors and their respective technical teams.

This is a working manager role that requires a balance of leadership, business partnership, and technical acumen. The successful candidate will lead strategic planning, portfolio governance, platform roadmaps, and service delivery while also engaging directly with departments, vendors, and technical teams to ensure solutions are sustainable, secure, supportable, and aligned with City priorities.
The ideal candidate is equally comfortable discussing technical architecture with engineers, collaborating with business leaders to solve operational challenges, and guiding executive stakeholders through technology investment decisions. They understand how to balance customer needs, organizational priorities, and technical best practices to achieve outcomes that deliver long-term value.

Duties and Responsibilities

Lead Teams and Build Organizational Capability: Provide leadership and direction to three IT Supervisors and their technical teams responsible for ServiceNow, Tyler Enterprise Permitting & Licensing, and Trimble platforms. Foster a culture of collaboration, accountability, continuous improvement, and customer service while supporting staff development, succession planning, and knowledge sharing.
Drive Enterprise Platform Strategy and Delivery: Provide strategic and operational leadership for a portfolio of enterprise platforms that support critical City operations. Develop roadmaps, modernization strategies, governance processes, and lifecycle plans that ensure solutions remain secure, sustainable, supportable, and aligned with organizational priorities. Partner with departments, technical teams, and leadership to balance business needs, technical best practices, and long-term support considerations while guiding technology investments and platform evolution.
Lead ServiceNow and Digital Transformation Initiatives: ServiceNow serves as a foundational enterprise platform for the City and is central to service management, workflow automation, customer relationship management, and emerging AI initiatives. This role provides strategic leadership and executive oversight for the platforms continued growth and evolution.
Develop and guide the long-term ServiceNow vision, roadmap, and governance strategy.
Partner with departments and City leadership to identify opportunities for automation, workflow modernization, AI integration, and improved service delivery.
Ensure platform growth aligns with enterprise architecture standards, security requirements, and long-term sustainability.
Provide strategic direction and oversight to ensure ServiceNow investments support organizational priorities and deliver measurable business outcomes.
Collaborate with technical teams, business stakeholders, and executive leadership to maximize the value of the Citys ServiceNow investment.
Advance Permitting, Construction, and Asset Management Platforms: Provide portfolio leadership for Tyler and Trimble solutions that support permitting, inspections, construction management, and enterprise asset management functions across the City.
Guide platform strategy, governance, and roadmap development.
Partner with departments to identify process improvements, modernization opportunities, and operational efficiencies.
Support major initiatives involving permitting services, capital project delivery, and asset management modernization.
Ensure platform enhancements and integrations align with enterprise architecture, supportability standards, and business objectives.
Work through technical teams and business stakeholders to maximize platform value and long-term organizational benefit.
Manage Strategic Partnerships and Portfolio Governance: Serve as the Citys strategic relationship manager for key technology vendors, including ServiceNow, Tyler Technologies, and Trimble. Lead contract renewals, licensing reviews, vendor negotiations, and performance management while ensuring service-level commitments are met and technology investments deliver measurable value.
Because of the Citys reputation as an innovative technology organization and a trusted partner to leading vendors, this role has unique opportunities to collaborate directly with product teams, executives, and industry leaders to explore emerging technologies, influence product direction, and evaluate new capabilities. This includes partnering with vendors on artificial intelligence initiatives, participating in pilot programs, helping shape product roadmaps, and identifying innovative solutions that advance City services and operations.
Facilitate portfolio governance processes, demand management, stakeholder engagement, and executive communications. Provide leadership with recommendations regarding technology investments, risks, priorities, and opportunities while ensuring responsible stewardship of City resources.
Typical Qualifications
Education and Experience:
Bachelors Degree in Information Technology, Computer Science, Business Administration, or related field; 7 to 9 years experience in infrastructure technology management, project management, IT maintenance, or a related field
