Description:

The Environmental/Energy Manager ensures Contractor operations adhere to the goals and policies of the Installation Environmental Management System (EMS), the Installation Energy Plan, and other specified Sustainability requirements affecting this contract.

 

The position manages environmental and industrial regulatory compliance for one or multiple facilities at NSA Annapolis, Maryland, including the United States Naval Academy. Manages development, planning, and implementation of environmental, health and safety policies; develops procedures (chemical safety, ergonomics, illness and injury prevention, and building safety) used throughout the program. Ensures compliance with federal, state, and local regulations pertaining to environmental safety and handles all contact with appropriate agencies, coordinated through the Contracting Officer and the installation environmental office. Manages licensed hazardous and radioactive waste disposal and monitors waste handling. Develops and oversees company training programs for employees in areas such as compliance training, lab/plant inspection, hazardous material handling, emergency response, industrial hygiene, and life safety. May be the point of contact for emergency personnel and manage workers compensation program administration. Ensures appropriate corrective action is taken where health and safety hazards exist. Selects, develops, and evaluates personnel to ensure the efficient operation of the function. Comprehensive knowledge of the field's concepts and principles. Leads and directs the work of other employees and has full authority for personnel decisions. Administers departmental policies and procedures, evaluates results and performance, and assists with the development of new or modified budgets, strategic plans, or policies.

 

Responsibilities:
  • The Environmental/Energy Manager will oversee environmental compliance and energy management for facility maintenance, utilities management, integrated solid waste management, pest control, and pavement clearance operations under a DoD contract.
  • This role ensures adherence to the Environmental Management System (EMS), the Installation Energy Plan, and all sustainability requirements impacting contract performance.
  • The ideal candidate will have extensive experience developing and implementing environmental strategies, policies, and programs that promote sustainable development, while identifying opportunities for improvement in contract operations.
  • Serve as the primary point of contact for environmental and energy compliance across all contract activities.
  • Ensure operations align with the Installation EMS goals, the Installation Energy Plan, other specified Sustainability requirements affecting this contract, and federal sustainability mandates.
  • Develop, implement, and monitor environmental strategies, policies, and programs to promote sustainable development.
  • Conduct audits and assessments to identify areas for improvement and ensure compliance with environmental legislation and energy policy.
  • Lead initiatives for energy and water reduction, renewable energy integration, and environmental stewardship, consistent with applicable federal energy laws and policy.
  • Provide technical guidance on state and federal environmental regulations (e.g., RCRA, EPCRA, FIFRA, Clean Water Act, Clean Air Act) and DoD sustainability requirements.
  • Collaborate with multifunctional teams to support facility operations, utilities operations, and solid waste and pest management while maintaining compliance and efficiency.
  • Prepare and submit environmental deliverables per Section F, including the Water Conservation Plan, the Class I ODS Report, the environmental inventory log, the Environmentally Preferable Procurement and Practices Plan, and Recovered Material Certifications.
  • Prepare reports and documentation for government stakeholders and ensure timely submission.
Qualifications:
  • Must be able to obtain and maintain a favorably adjudicated National Agency Check Investigation (NACI).
  • Bachelor's degree in environmental engineering, Environmental Sciences, or related field preferred.
  • Shall have a minimum two years’ experience with environmental procedures on Base Operations Support (BOS) services contracts (or equivalent) of similar size, scope, and complexity- Contract value of $10 million or greater per year, encompassing facility investment/facility management and at least one utilities discipline (electrical, natural gas, wastewater, steam, water, or chiller plant) plus additional base support functions.
  • Shall have familiarity with Environmental Management Systems (EMS); and knowledge of environmental regulations and federal energy laws and policy (including energy and water reduction requirements and renewable energy requirements) that are applicable to operations similar to those of this contract; i.e., BOS or equivalent installation facilities and utilities operations.

Preferred Qualifications

  • Experience with an installation Energy Plan, EMS implementation under ISO 14001 or the DoD equivalent, and utilities-intensive operations including steam, chiller plant, water, and wastewater systems.

This position is contingent upon contract award and funding. Applicants selected may be offered but cannot begin work until funding has been confirmed.
