RICHARD (RDS) is hiring a EPC Logistics Senior Specialist in Houston, TX.
This senior-level leadership position serves as the primary oversight authority for all logistics, transit, and heavy-lift operations executed by the Engineering, Procurement, and Construction (EPC) Contractor. The successful candidate will safeguard project timelines by auditing contractor transit strategies, proactively managing global supply chain risks, and ensuring strict trade compliance across large-scale industrial assets.
Key Responsibilities
Strategic Logistics Oversight
- Conduct critical analysis of EPC Contractor transportation frameworks, focusing on heavy-haul corridors, marine shipping, and specialized route planning.
- Monitor logistical execution continuously against construction sequencing and master project schedules.
- Identify transportation bottlenecks, physical routing constraints, and logistics risks tied to long-lead equipment early in the cycle.
Stakeholder Interface & Alignment
- Act as the direct Owner-side focal point for all high-level logistical communications with the EPC Contractor.
- Drive seamless cross-functional coordination between marine operations, Marine Offloading Facilities (MOF), and on-site construction teams.
Risk Mitigation & Procurement Strategy
- Assess macro-logistics impacts on critical path milestones continuously.
- Identify and escalate threats involving customs logjams, global supply chain volatility, and geopolitical developments.
- Provide advisory reviews of procurement documentation to ensure optimization of Incoterms, delivery conditions, and risk-allocation strategies.
Trade Compliance & Foreign Trade Zone (FTZ) Strategy
- Enforce rigorous governance of contractor and customs broker alignment with regional import/export frameworks.
- Collaborate strategically with internal business lines and FTZ consultants to align physical logistics with specialized zone benefits.
- Manage immediate escalation and remediation of trade compliance anomalies.
Assurance, Auditing & Performance Tracking
- Evaluate contractor performance metrics, cargo visibility dashboards, and shipping reports.
- Perform root-cause analysis of planned versus actual delivery metrics to drive corrective strategies.
- Lead logistics feasibility studies, third-party audits, and constructability planning sessions.
Candidate Qualifications
- Professional Experience: 15+ years managing heavy industrial project logistics or traffic management, specifically within major EPC environment.
- Sector Expertise: Proven background supporting mega-scale capital projects in the LNG, petrochemical, oil and gas, or heavy infrastructure sectors.
- Technical Logistics: In-depth technical grasp of multi-modal execution (barge, deep-sea marine, heavy transport, over-the-road trucking) and advanced deployment of global Incoterms.
- Vendor Management: Deep experience managing interactions between major EPC entities, 3PL partners, international freight forwarders, and customs houses.
- Regulatory Compliance: Strong conceptual knowledge of cross-border customs regulations and Foreign Trade Zone (FTZ) structures (formal customs brokerage license not required).
- Feasibility & Readiness: Expertise in evaluating formal route studies, heavy-lift logistics plans, and site-readiness integration.
Preferred Experience
- Prior employment directly within a Tier-1 EPC logistics division.
- Hands-on experience navigating logistics for multi-billion dollar LNG export facilities.
- Direct involvement with complex FTZ deployment or specialized trade advisory panels
Work Environment
This position will be located in Houston, TX. The employee will need to communicate with others in person, over the phone, and through email. The employee should be physically able to carry out the required tasks.
