ER Lead Finance Manager

One Federal Solution (OFS) is seeking an experienced Lead Finance Manager to serve as Key Personnel supporting a potential Federal Government customer at DC3. The position will provide financial analysis, budget planning, execution, forecasting, and resource-management support for highly technical programs and projects.

Key Responsibilities

• Provide financial analysis, planning, and execution support.
• Support budget formulation, execution, forecasting, and financial documentation.
• Research and analyze financial and manpower data from Government systems, databases, and records.
• Identify financial trends, anomalies, and potential resource gaps.
• Support development of long-range financial plans and detailed budget forecasts.
• Develop and support multi-year funding profiles.
• Monitor execution of approved financial plans.
• Provide data-driven financial and resource-management analysis and recommendations.

Required Qualifications

Candidates must meet all of the following requirements:

• Current TS/SCI clearance.
• U.S. Citizen.
• One of the following education/experience combinations:
• • Bachelor's degree plus 10+ years of relevant experience;
  • Master's degree plus 8+ years of relevant experience; or
  • PhD plus 5+ years of relevant experience.
• Demonstrated ability to conduct comprehensive budget and data analysis supporting financial planning and execution.
• Extensive experience with manpower and budgetary databases, including:
• • Automated Budget Interactive Data Environment System (ABIDES);
  • interlink Resource Management Information System (iRMIS); and
  • Program Budget Execution System (PBES).
• Deep knowledge of the Planning, Programming, Budgeting & Execution (PPBE) process and its application to financial decision-making and resource allocation.
• Proven success proactively managing tasks and collaborating with stakeholders at all organizational levels to achieve strategic objectives.
• Exceptional organizational and interpersonal skills.
• Demonstrated ability to communicate complex information and build consensus in written and oral forums.
