We are seeking a passionate, high-energy Execution, Operational & Planning (EOP) Regional Project Manager to help deliver the infrastructure that powers Microsoft's global cloud services.
Role Summary The EOP Manager is responsible for end-to-end execution, operational readiness, and planning oversight for leased and build data center projects through Ready for Service (RFS) & Ready for Network Install (RNI). This role leads execution planning, milestone delivery, financial governance, vendor coordination, and cross-functional alignment across multiple projects and stakeholders.
The EOP Manager produces and manages integrated project plans and provides oversight of execution of major delivery milestones including Early Access, Ready Network Install, Corpnet Live, Security CX Complete, FitOut Complete, Lockdown, and Colo Ready. The role also holds responsibility for financial approval, budget oversight, staffing, and project controls.
The EOP Manager delivers high-level execution, operational, and planning oversight from preconstruction through the full lifecycle of data center construction and delivery. The role requires extensive experience in mission-critical environments, strong technical and construction acumen, and the ability to solve complex challenges through collaboration with key stakeholders and subject-matter experts.
This position requires strong interpersonal, communication, and organizational skills; the ability to self-direct; and a strong background in data center construction, integration, operational planning, financial management, and risk mitigation.
Operational Planning Oversight of end-to-end execution planning and operational readiness for leased and build data center projects through RFS & RNI.
Produce, maintain, and execute integrated project plans aligned to key delivery milestones with business commitments.
Lead execution of EOP scope of work across multiple projects in the AMERs West Region.
Drive timely, data-based decisions to maintain alignment with Safety, Security, Quality, Schedule, and Cost priorities.
Financial Management & Controls Monitor approved project budgets and provide oversight for project controls, including:
Project Expenditure Requests (PERs) Professional Services Requests (PSRs) Change Orders Pay Applications Tenant Order Forms (TOF)
Apply financial acumen to identify cost-effective solutions while meeting delivery commitments.
Partner with cost management teams to review cash flow, budget summaries, and financial reporting.
Change Management & Process Optimization Partner with internal CO+I teams and key Microsoft stakeholders (e.g., Engineering, Operations, Commercial Software Engineering, Security, Commissioning, EHS, Legal, & Project Controls).
Communicate updated process flows to ensure new processes are adopted that improve cost efficiency, cycle time, and delivery outcomes.
Drive continuous improvement through lessons learned, standardization, and best-practice adoption.
Seek optimization of processes by implementing lessons learned from previous projects.
Leverage AI tools to further advance construction delivery innovation.
Cross-Functional Coordination Attend and actively participate in owner/architect/contractor and project meetings.
Coordinate activities of vendors, contractors, and cost managers.
Advocate for a security-first and safety-first mindset during all phases of planning and execution.
Safety, Security & Risk Management Represent Microsoft as a safety leader and advocate onsite, ensuring adherence to OSHA and applicable regulatory requirements.
Conduct and participate in safety programs, audits, and incident investigations.
Review and support development of risk mitigation plans, dashboards, and KPIs.
Analyze safety and security metrics and communicate insights to leadership to drive accountability.
Technical & Design Oversight Review engineering documentation, designs, site plans, and building plans.
Identify technical risks, gaps, and mitigation strategies aligned with Microsoft security and design standards.
Provide execution and operational input into data center fit-out and integration activities to ensure sound, data-driven decisions.
Vendor Management & Selection Monitor vendor and contractor performance to ensure compliance with contracts, NDAs, security policies, and audit requirements.
Assist with preparation of RFPs, PERs, and other project approval documentation.
Confirm availability of scoped resources (people, materials, equipment) and partner with senior construction staff to resolve gaps.
Reporting & KPI Management Provide accurate project data supporting KPIs, invoices, processes, and policies.
Report on project status related to scope, schedule, standards, and budget.
Communicate execution health, risks, and mitigation strategies to delivery and executive leadership.
Drive OKRs to align with DCD organizational goals.
Schedules & Critical Milestones Expertise in analyzing Primavera P6 Integrated Master Schedules (IMS) to assess execution readiness and schedule risk.
Translate complex schedule data into clear, high-level insights for leadership decision-making.
Drive pull-planning strategies to optimize sequencing, compress schedules, and accelerate delivery where feasible.
Identify and escalate schedule gaps, logic flaws, and risk drivers that threaten milestone commitments.
Travel Travel may be required based on project and site needs. At least 25% travel is required. This role is located either in one or all hub locations - Atlanta, GA, Redmond, WA, San Antonio, TX or Phoenix, AZ.
